SUBJECT: Tribute to Former Mayor, Dick Hinkle
HRA Chairperson,Larry Toth has requested the following tribute to former City of Elk
River Mayor, Dick Hinkle be read at the HRA meeting:
"On behalf of the Elk River Housing and Redevelopment Authority I would like to express
our condolences to the family of Dick Hinkle. Also pay tribute to him for the immeasurable
• contribution that he played in the formation of the HRA, and the years of service as
chairperson, that he gave to the City of Elk River.
A man of clear-thinking that looked at each item before the HRA from its merit and benefit
to the city on a whole. Without going into long speeches he could put most everything into
perspective and it made sense.
As member of the HRA I hope that I can speak of the other members to say that he has
been and will be deeply missed. The city has lost a great leader, but most of all we have lost
a good friend. The city and the world has been a better place for having Dick Hinkle in it.
