Zoning/Land Use PUD (Planned Unit Development) / HB (Highway Business) Attachments Location Map · Development Plans · City Engineer's Memorandum, dated 3/1700 Overview TCF National Bank is requesting a conditional use permit to construct a 4340 square foot financial institution with a seven lane, 2452 square foot, canopied drive-up area on a 1.9-acre lot in Elk Park Center Planned Unit Development. The location is on the north end of Elk Park Center between Freeport Avenue and Norwest Bank. In 1995, the City Council approved a conditional use permit for TCF to construct the financial institution. Since that time, TCF's conditional use permit expired because no construction occurred within two years after the approval date. The development plans now proposed are nearly identical to those approved in 1995. Hours of Operation TCF anticipates the hours of operation to be as follows: Monday - Friday: Drive-up & Lobby- 9 AM to 7 PM Saturday: Drive-up window- 8 AM to 3PM Lobby- 9 AM to 1 PM Site Plan Review Vehicular Parking and Circulation TCF originally propose access off of Freeport Street, but has amended their site plan as requested by staff to have two access points off of the private drive shared with Norwest Bank. TCF has a cross access agreement with Norwest Bank for the use of the private drive. TCF has widened the drive isle around the drive-thru to accommodate a free traffic lane and enough width to accommodate garbage trucks and other large delivery vehicles. TCF has shown parking for 30 cars, two of them handicap accessible. City Ordinance requires 22 parking stalls. City ordinance requires stacking room for 5 vehicles per drive through lane. Due to the number of drive thru lanes, staff believes there is adequate stacking room as long as a thru lane is clearly identified. The stacking lanes will need to be striped so that a free traffic lane is maintained around the drive -thru. \\elkriver\sys\shrdoc\planning\stevewen\ccmmo\tcf. doc Memo to the City Council/CU 00-7 April 17, 2000 Page 3 Pedestrian Circulation TCF will be installing a sidewalk on the west side of the private drive to the Norwest Bank drive lane. This is consistent with the request by the Planning Commission and the City Council in 1995. Refuse Collection A dumpster and recycling enclosure has been indicated on the site plan to be constructed with materials to match the building. As indicated on the plans, the dumpster enclosure is located adjacent the drive-up lanes near the building with the doors facing Freeport Avenue. Grading and Drainage (See the attached Howard R. Green Memorandum) Signs TCF is proposing to have three wall signs and one freestanding monument style sign. The proposed wall signs face Freeport Ave, Jackson Street, and Highway 169. As proposed, the monument sign will be at the corner of Freeport and the driveway to Norwest Bank. The signs conform to the PUD sign regulations and will require a City of Elk River sign permit prior to construction of the signs. Landscaping and Screening The landscape plan is similar to that approved in 1995, however there are fewer trees and no berm separating the drive-up lanes from Freeport Avenue as requested by the Police Department. Staff recommends that the existing trees be protected during construction by placing snow fencing around trees to be saved prior to any construction to prevent grading, storage, or parking that might damage the trees. ATM The ATM is shown to be adjacent the first drive-thru lane. Planning Commission Public Hearing At the March 28th public hearing, no one from the public spoke for or against this project. Concerns and questions from the Planning Commission were \\elkriver\sys\shrdoc\planning\stevewen\ccmmo\tcf. doc Memo to the City Council/CU 00-7 April 17, 2000 Page 4 mostly regarding site access and traffic congestion. The Commission unanimously recommended approval of this request. Recommendation Staff and the Planning Commission recommend that the City Council approval of the conditional use permit request by TCF National Bank to construct a 4340 square foot financial institution with a seven lane, 2452 square foot, canopied drive-up area with the following conditions: 1. THAT THE CITY ENGINEER COMMENTS OUTLINED IN THE ATTACHED MEMORANDUM BE INCORPORATED INTO THE PLANS. 2. THAT A SIGN PERMIT BE OBTAINED FROM THE CITY PRIOR TO INSTALLING THE WALL OR MONUMENT SIGNS. 3. THAT THE DRIVEWAY AROUND THE DRIVE-THRU BE STRIPED TO ACCOMMODATE FREE TRAFFIC AROUND STACKED VEHICLES. 4. THAT THE PARKING STALLS BE STRIPED AS REQUIRED BY CITY ORDINANCE. THAT SNOW FENCING BE PROVIDED AROUND TREES TO BE SAVED PRIOR TO ANY CONSTRUCTION TO PREVENT GRADING, STORAGE, OR PARKING THAT MIGHT DAMAGE THE TREES. 6. Box 490 Elk River, MN 55330 RE: TCF BANK SITE PLAN REVIEW Dear Mr. Wensman: As requested, we have reviewed the submittal package for the TCF Bank proposed at the north end of Elk Park Center. Based upon our review and comments received at the staff review meeting, we would offer the following comments: The grading plan shows the bulk of the drive-through area draining either to the service road at the east side of the site and then down to the intersection of Freeport Avenue, or to the west directly onto Freeport Avenue. We would recommend that additional storm sewer and catch basins be run into the site to pick up the drainage internally. The service road on the east side of the site has storm sewer along the east curb line which could be tapped into and extended to the TCF drive-through exit, where additional catch basins could be placed to pick up the storm water runoff. The same is true at the other side of the development where storm sewer is available in Freeport Avenue. In fact, it is shown to extend into the site with one catch basin near the northwest corner of the parking area. We would suggest that two additional catch basins be added near the southwest corner of the catch basin to intercept surface drainage before discharging onto Freeport Avenue. We are very concerned about the potential conflicts caused by the western exit from the site directly onto Freeport Avenue. This exit is shown approximately 125 feet from Freeport Avenue. It is not clear from the drawings whetherthis exit lines up with the driveway to the Cub Foods area directly across the street from Freeport Avenue. Last week we placed traffic counters across Freeport Avenue between the proposed access from TCF and Jackson Road. On Friday evening, March 10, the p.m. peak traffic eastbound was 318 vehicles and westbound was 560 vehicles. As you are aware, the intersection of Freeport Avenue and Jackson Road is a 4-way stop situation. We are quite concerned with that much traffic that westbound traffic may back up at the 4-way stop, blocking the driveway into TCF. Vehicles heading eastbound on Freeport Avenue may stop in a thru-lane of traffic waiting for an opportunity to turn left into the TCF site. We would recommend that this access onto Freeport Avenue be eliminated, forcing all traffic entering and exiting the TCF site to the service road along the east side of the site. This service road intersects Freeport Avenue approximately 450 feet from the intersection with Jackson Road, and will therefore not see congestion caused by the 4-way stop. This would provide similar traffic movement patterns for TCF Bank as the existing Norwest Bank to the north. There should be a 6-foot wide sidewalk constructed along the west side of the access road from Freeport Avenue for pedestrians to access the TCF site. 4. The dumpster for the TCF site is located at the southwest corner of the building. It is unclear how a garbage truck will access this. We assume that garbage pickup will happen at off-hours and the garbage truck will be able to enter and exit this area from the same direction and have free movements to back in and out of the site. 5. The landscaping plan should be reviewed carefully to ensure that no large trees are planted in City easements. The City does have sanitary sewer and watermain running across the boulevard area along Freeport Avenue. In fact, depending on what kind of berming and plantings are done in this area, there is a sanitary sewer manhole and water valve which may need to be adjusted.
