Following is a status report on a few of the issues related to this project:
Communications
Staff has completed the following communication activities since the January 2003 HRA
meeting:
• City of Elk River Current Newsletter,Downtown article. For Spring 2003 edition.
• Downtown Project News feature updated on the City website.
Design Concepts
Staff continues to meet with MetroPlains on a regular basis to review project activities.
MetroPlains is working on the following activities at this time:
• Drafting and refining design concept options
• Evaluating market feasibility of the concept options
• Evaluating financial feasibility of the concept options
A spring open house is anticipated for the public to review and provide input on the design
concept options.
Tax Increment Financing Redevelopment Eligibility Assessment
As of February 21, 2003 the firm hired by the HRA, S.E.H. Engineers,has completed all
property TIF redevelopment eligibility on-site inspections with the cooperation of owners.
The next step in the assessment process is a review of the building permit history on each of
• the sites. Staff anticipates the results to be completed in March. The condition of buildings
is needed to determine the type and boundaries of the TIF district.

Work on Redevelopment Concepts Continues; Spring Open House Anticipated
Work continues on the refinement of the concepts for the Downtown Revitalization
Project. MetroPlains has been meeting regularly with the staff of the Elk River Housing
&Redevelopment Authority(HRA) and a spring open house is anticipated for the public
to view and comment on the refined concepts. A date has not yet been set.
The Elk River Housing &Redevelopment Authority(HRA) recently received and
discussed recommendations of the Historic Preservation Commission on local historical
significance in the downtown area. Based on those recommendations, the HRA has
asked MetroPlains to consider two buildings—the former Cinema Building and the
former"Dick's Main Tap"building -- for retaining in the redevelopment if it is
financially feasible.
In other redevelopment news, inspections to determine the boundaries of a tax increment
financing(TIF) district in the downtown area were reported nearly complete in early
February. The results of these inspections are expected to be presented to the HRA in
coming months so that the HRA could consider the type of TIF district and the
boundaries of the district.
