81-058 RES RESOLUTION 81-58 • A RESOLUTION ESTABLISHING AN AD-HOC ADVISORY COMMITTEE ON LOCAL GOVERNMENT OPERATIONS WHEREAS, The City Council has deemed it desirable to create a citizen's ad-hoc ad- visory committee on local government operations for the purpose of aiding the City Council in governing the City of Elk River. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River that there is hereby created an Ad-hoc Advisory Committee on Local Government Opera- tions, pursuant to the following rules and guidelines. Section 1. Establishment and Purpose There is hereby established an advisory committee to the City Council on local government operations. The purpose of this advisory committee will be to review the functions of the various elected and appointed personnel working for the City of Elk River and also the structure and organization of the City's government. The committee's goal is to make recommendations to the Mayor and City Council regarding any suggested changes in the func- tions and/or structure and organization of the City government based upon the committee's review of the government operations and the committee's findings. The advisory committee's recommendations are intended to im- prove the efficiency and effectiveness of the City of Elk River government. Section 2. Composition and Terms Sub. A. Membership The adivsory committee on local government operations shall consist of six members appointed by the Mayor and confirmed by the City Council. These committee members shall have the authority to appoint ex-officio or non- voting members, as necessary. Sub. B. Term of Office Since the advisory committee is an ad-hoc committee with a limited dura- tion and scope of activities, there shall be no specific term of office for the members originally appointed. Vacancies on the committee if they occur, shall be filled by the Mayor with City Council confirmation. Section 3. Commission Organization Sub. A. Officers The Mayor shall designate a member of the committee on local government operations to serve as chairman with the confirmation of the City Council. From among the voting members, the committee members may select a vice- chairman and secretary/treasurer. Resolution 81-58 Page Two Sub. B. Meetings There shall be no fixed meeting schedule for the government advisory committee. The committee shall meet as the membership deems such meet- ing is necessary on a schedule to be determined by the advisory committee. Meetings of the committee shall be called by the chairman with a minimum of three (3) days notice to each committee member and a posted notice on the City Hall door. Section 4. Powers and Duties of the Committee a. The committee shall review the function, structure, reporting relation- ships, and organization of the following public bodies and advise the City Council whether or not any changes are desireable in these bodies to in- crease the effectiveness and efficiency of the Elk River City government. I. Board of Adjustment II. Housing and Redevelopmnet Authority III. Library Board IV. Planning Commission V. Recreation Board • VI. Utility Commission VII. Mayor and City Council The committee shall further review the need for new advisory boards and commissions other than those previously listed and advise the City Council of such need and the recommended structure, reporting relationship, and or- ganization of any other boards or commissions suggested. b. The committee shall review the City's operating departments and advise the City Council of any changes necessary in reporting relationships or other related organization structure items. c. The committee shall review the City of Elk River form of government and evaluate other forms of government and recommend to the City Council the most appropriate form of government for the City of Elk River. d. In the committee's review of the various facets of the Elk River government, it is not the function of the advisory committee to evaluate the performance of any particular individual whether elected or appointed. The committee's sole function will be to review the function and structure and organization of the appropriate boards, commissions, and staff positions within the City of Elk River and not individuals specifically working in any of the segments of government under review. fite. The committee will have no specific authority to enter into contracts or any other binding obligations upon the City of Elk River in order to establish other sub-committees without the specific approval and direction of the Elk River City Council. /r Resolution 81-58 Page Three e. The committee shall have full access to all resources and personnel of the City of Elk River including but not limited to official City records, the City Administrator and his full-time City staff members, and appropriate board or advisory commission members. All committee requests for resources and the use of City personnel shall be made with the City Administrator except for advisory board and commission members who shall be contacted through the appropriate board or com- mission chairman. f. Any findings, reports, or information generated by committee members shall be first transmitted to the Mayor and City Council for their re- view and appropriate action prior to any release of the previously de- scribed information to the general public. In addition, the committee chairman shall be responsible for routinely updating the Mayor on the progress and activities of the committee. Passed and Adopted this 4th day of January , 1982.
