82-001 RES jf • 1 i 3. --1 If RESOLUTION C 59 lit WHEREAS, the City of Elk River has been made aware of an attempt by certain members of the Region 7W Regional Development Commission to disband the Regional Development Commission; and, WHEREAS, the City of Elk River has not made extensive use of services or resources offered by the Regional Development Commission; yet, at some point in the future the City may choose to make use of those services and benefit accord- ingly; and, WHEREAS, in light of impending, severe budget reductions in the State Planning Agency, the role of the Regional Development Commission may well be en- hanced. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River that the Council hereby expresses it support for the continuation of the Region 7W Regional Development Commission. BE IT FURTHER RESOLVED by the City Council of the City of Elk River that rather than an expansion in the activities or staff of the Regional Development Com- mission or the option of disbanding the Commission altogether, that the Regional Development Commission continue with the following emphasis or focus: 410 1. Providing a forum or vehicle for the various governmental agencies in the Region to meet and discuss issues of common interest within the Region. 2. To provide limited technical assistance to the various governmental agencies within the Region on areas of Regional concern, such as transpor- tation, land use planning and in particular, grants and the grant process at no charge to the communities within the Region. 3. Any additional technical assistance or expertise specifically requested by governmental agencies within the Region will be provided by the Region 7W Regional Development Commission on a fee basis only, with all costs of providing such assistance being borne by the particular government agency requesting such service.
