• A RESOLUTION EXPRESSING THE CITY OF ELK RIVER'S POLICY
REGARDING CONSULTANTS AND POSSIBLE CONFLICTS OF INTEREST
WHEREAS, The City of Elk River does employ a variety of consulting professionals
to provide certain services and information desired by the City Council
in governing the City of Elk River; and,
WHEREAS, The City Council has determined that the consulting professionals utilized
by the City of Elk River should at all times be fair, objective and re-
sponsible only to the City of Elk River for matters affecting the City of
Elk River; and,
WHEREAS, No expressed policy currently exists regarding the conduct and obligations
of consulting professionals used by the City of Elk River.
NOW, THEREFORE BE IT_RESOLVED by the City Council of the City of Elk River that the
following policy shall be hereby adopted and followed in regard to consulting pro-
fessionals utilized by the City of Elk River:
1. Consulting professionals retained by the City of Elk River shall be expected
to work only for the City of Elk River and not for any other private or public
bodies within the City of Elk River. This policy shall only pertain to matters
which will require either a City Council or Planning Commission action; con-
• sulting professionals shall be allowed to perform services for other public and
private bodies that do not require any action or decision by the City Council or
Planning Commission.
2. Private and public bodies within the City of Elk River may contract with the
City of Elk River for the provision of certain services made available through
the City's consulting professionals. In the event such an arrangement is nego-
tiated, the consulting professionals will be responsible to and work for the
City of Elk River with all expenses of said consulting professional being borne
by the public or private party contracting with the City of Elk River. The de-
cision to contract with public or private parties for the provision of consulting
services is the sole and unrestricted right of the Elk River City Council.
