84-005 RES RESOLUTION 84-5 ESTABLISHING THE URBAN FUNCTIONAL CLASSIFICATION PLAN AND THE FEDERAL AID URBAN SYSTEM WHEREAS, the Federal-Aid Highway Act of 1973 provides that after June 30, 1976, all urbanized areas and other urban areas of 5,000 or greater population shall establish and periodically update a Functional Classification Plan; and WHEREAS, this Functional Classification Plan shall be established as a cooperative effort of the State and appropriate local officials in accordance with guidelines set forth by the Federal Highway Administration in the Federal Highway Program Manual Volume 4, Chapter 6, Section 7 and Volume 20, Appendix 12, and other appropriate Manuals and directives; and WHEREAS, the Federal-Aid Highway Act of 1973 provides that after June 30, 1976, roads of Urban Collector or Urban Arterial Functional Classification are eligible for designation as Federal-Aid Urban System Routes; and WHEREAS, the Federal-Aid Urban System shall consist of routes selected by the appropriate local officials so as to serve the goals and objectives of the community, with the concurrence of the State Highway Department and, in ur- banized areas, also in accordance with the planning process under 23 U.S.C. 134; and WHEREAS, it appears to the City of Elk River that the map attached hereto cor- rectly depicts the functional and federal-aid status of the roads and streets within the Federal-Aid Urban Area of Elk River; and NOW, THEREFORE, be it resolved by the City of Elk River that the map attached hereto is hereby approved and accepted as the current Functional Classifica- tion Plan and Federal Aid System in the City of Elk River, and further that the Minnesota Department of Transportation (Mn/DOT) be requested to transmit I the necessary documentation to the Federal Highway Administration (FHWA) for IIapproval of these systems.
