SR 05-18-2015 �j Elk = - Request for Action River To Item Number Mayor and City Council 4.5 Agenda Section Meeting Date Prepared by Consent May 18, 2015 Ron Nierenhausen, Chief of Police Item Description Reviewed by Purchase of Drug Task Force Vehicle Tim Simon, Finance Director Reviewed by Cal Portner, City Administrator Action Requested Approve, by motion, the purchase of a 2015 model year vehicle from Ranger GM for use by the Drug Task Force Detective. Background/Discussion Council approved the position of the Drug Task Force Detective in the 2015 budget. The requirements of the position necessitate an undercover work vehicle. At the time of the original request to the Council for the Drug Task Force Detective (spring 2013), it was the understanding that an unmarked Chevrolet Impala could be used as an undercover vehicle and not auctioned or transferred to another city department. Recent meetings with the current Drug Task Force Commander have revealed that the Impala has been identified within the drug community as a law enforcement vehicle, thus rendering the Impala ineffective as an undercover vehicle. The Task Force Commander has suggested an alternative type vehicle which would be more appropriate as an undercover vehicle. An appropriate model vehicle has been selected from the current state vehicle contract. The purchase of this vehicle will be partially funded through the sale of several current vehicles scheduled to be removed from the fleet. Financial Impact The cost of the vehicle is approximately $23,300. The Police Department has an estimated $14,000 from auction proceeds upcoming this year based upon five vehicles going to upcoming auctions. Proceeds would be higher but two Impala's will be transferred to the city fleet and replacing two older Impalas. The fleet committee reviewed the request and recommended using the Equipment Replacement Fund for the difference and making adjustments in the next five-year plan update.
