Background/Discussion
Last month, parties from the Lake Orono area approached Council Member Wagner about moving the
Independence Day fireworks to Orono Park.
On April 20, 2015, after discussing the item in a work session, the Council directed staff to identify the
additional costs associated with moving the display from Lion John Weicht Park to Orono Park after
indicating that the event would not move in 2015.
At the May 4, 2015, Council meeting, staff was directed to craft a policy that included timelines, funding
requirements, and permitting required before the event would be moved.

Independence Day Fireworks Policy
Policy Statement
The City of Elk River City Council states its intention to provide funding for a fireworks display in
conjunction with Independence Day through the annual budget process. The display shall be presented for
viewing at or near Lion John Weicht Park unless actions are set forth in accordance with this policy.
Purpose
This policy outlines the actions required and the expectations set by the Elk River City Council with regard
to the annual Independence Day fireworks display.
Policy
A. Annually, the City Council will consider a budget that includes a taxpayer-supported Independence
Day fireworks display at Lion John Weicht Park.
B. The budget shall provide for:
a. Insurance
b. Lion John Weicht Park site set up.
c. Portable toilets.
d. Refuse containers at Lion John Weicht Park.
e. Police department support (traffic/safety).
f. Fire watch.
C. The budget shall not provide for:
a. Offsite cleanup of non-city property.
b. Transient vendor (food, beverage, or product) sales support.
c. Event-day cleanup or support.
D. The City of Elk River will establish a contract with a third party vendor to perform a fireworks
display on Independence Day.
E. If a local group or organization wishes to host the annual Independence Day Fireworks Display at
another venue within the City of Elk River, the following shall occur:
a. A Letter of Intent to host the annual display shall be submitted, in writing, to the Office of
the City of Elk River City Clerk on or before October 1 of the preceding year.
b. The host group or organization shall raise or otherwise acquire ten thousand dollars
($10,000) or the amount estimated by city administration to offset additional costs of moving
the event including, but not limited, to traffic control, refuse, sanitation, and security, and
remit the payment to the Office of the City Clerk on or before May 1 of the event year.
c. The host group or organization shall be responsible for all required event permits, including
a Special Event Permit through the Office of the City Clerk.
