PRSR 05-13-2015 City of Meeting of the Elk River Parks and Elk � Recreation Commission River Held at the Elk River City Hall Wednesday, April 8, 2015 Members Present: Chair Anderson, Commission members Ahlness,Niziolek,Nystrom, Kallemeyn,and Sagan Members Absent: Commission member Holmgren Council T.iaison: Ms. Wagner Staff Present: Parks and Recreation Director,Michael Hecker,Park Planner Chris Leeseberg,Recreation Manager, Steve Benoit,and Recreation Coordinator,Tonya Love I. Call Meeting to Order Pursuant to due call and notice thereof,the meeting of the Elk River Parks and Recreation Commission was called to order at 6:30 p.m. by Chair Anderson. 2. Consider 4/8/15 Agenda Moved by Commissioner Ahlness and seconded by Commissioner Nystrom to approve the April 8,2015, Parks and Recreation Commission meeting agenda. Motion carried 6-0. 3.1 Consider March 11, 2015 Regular PRC Minutes Moved by Commissioner Sagan and seconded by Commissioner Niziolek to approve the following March 11,2015 Parks and Recreation Commission Minutes. Motion carried 6-0. 3.2 Consider March 11, 2015 Work Session PRC Minutes Moved by Commissioner Kallemeyn and seconded by Commissioner Sagan to approve the following March 11,2015 Parks and Recreation Commission Work Session Minutes. Motion carried 6-0. 3.3 Consider March 18, 2015 Work Session PRC Minutes Moved by Commissioner Sagan and seconded by Commissioner Ahlness to approve the following March 18,2015 Parks and Recreation Commission Work Session Minutes. Motion carried 6-0. 4. Open Forum - None Parks&Recreation Commission Minutes Page 2 April 8,2015 5. Park/Program Highlight Mr. Benoit shared a presentation regarding the Riverfront Concert Series. 6. Action Items 6.1 Free Little Library at Trott Brook Park Mr. Benoit presented his staff report. Members of the Brownie Troop 16132 presented their project sharing that the girls will each design a roof tile. Commissioner Niziolek said that he had a contact if the troop wanted to speak with someone who has built one in the past. Moved by Commissioner Sagan and seconded by Commissioner Nystrom to accept staff recommendation to approve the installation of a Free Little Library at Trott Brook Park. Motion carried 6-0. 6.2 Major Park Use - Lion John Weicht Park- Little Lambs Christian Learning Center 5k Run Mr. Benoit presented his staff report. Commissioner Anderson asked what the course would be. Little Lambs Christian Learning Center staff,Anna Erickson shared they have a one mile loop worked out on the trail system. Moved by Commissioner Ahlness and seconded by Commissioner Kallemeyn to accept staff recommendation to approve the Little Lambs Christian Learning Center 5k Run on May 20,2015. Motion carried 6-0. 6.3 Park Dedication for a Lot Split - Tim Jeanetta Mr. Leeseberg presented his staff report. Moved by Commissioner Kallemeyn and seconded by Commissioner Sagan to recommend to City Council to accept staff recommendation to accept park dedication for a lot split. Motion carried 6-0. 6.4 River's Edge Commons Park Concept Plan Mr. Hecker presented his staff report. Sharing the changes brought up by commission in March and that a City Council work session would be April 20th. IrritiEi NATURE Parks&Recreation Commission Minutes Page 3 • April 8,2015 Mr. Hecker explained that the cost will be broken down into different areas once the concept plan is approved. Commissioner Anderson clarified that commission will approve the concept plan and not the funding at this time. Mr. Hecker explained that the dock is included in the concept plan due to council request last July. Commissioner Anderson asked if the electrical will be moved. Mr. Hecker stated that the plan shows it as consolidated and other options Commissioner Niziolek stated he had conversations with community members who felt it should be done right and phase it in adding that moving the utilities would be the best choice. Commissioner Kallemeyn asked if there is any new lighting in the newly expanded area. Mr. Hecker will check into lighting for the new side. Council member Wagner shared that she would need more information regarding the cost and time it would take to move the utilities. Stating that she's not in favor of moving the utilities due to how it will affect the downtown businesses. Commissioner Niziolek suggested phasing in the plan and emphasizing native prairie plantings on the river's edge. Moved by Commissioner Niziolek and seconded by Commissioner Sagan to accept the River's Edge Commons Park Concept plan emphasizing the movement of the utilities and planting native prairie planting along the river's edge. Motion carried 6-0. Commissioner Sagan withdrew his second. Commissioner Anderson asked if the dock could be a separate part of the plan. Moved by Commissioner Niziolek and seconded by Commissioner Sagan to accept the River's Edge Commons Park Concept plan emphasizing the movement of the utilities and planting native prairie planting along the river's edge and to consider Commissioner members concerns regarding the installation of a dock. Motion carried 6-0. reaf1E1 61 NATURE i Parks&Recreation Commission Minutes Page 4 April 8,2015 6.5 221 st Avenue Trail and Parking Mr. Leeseberg presented his staff report. Sharing that affected property owners are not interested in selling their property to have a trail go through it. Commissioner Anderson asked to clarify staff recommendation by adding that the majority of affected property owners are not interested in selling their property. Moved by Commissioner Niziolek and seconded by Commissioner Sagan to accept staff recommendation stating that majority of the affected property owners are not interested in selling their property. Motion carried 6-0. Commissioner Anderson thanked staff for the great amount of detailed information that would be sent to council. Commissioner Anderson discussed the parking issue on 221"Avenue asking if the traffic counts come in from the Police Department. Mr. Hecker said no counts had been shared to date. Commissioner Anderson suggested to focus parking on Quinn Street if no parking signs are installed on 2215`Avenue asking if class 5 gravel could be installed on the shoulder of Quinn. Moved by Commissioner Kallemeyn and seconded by Commissioner Niziolek to recommend that the Police Department decide if no parking signs should be installed and if they are then directional signs for where to park be installed. Motion carried 6-0. 6.6 Major Park Use - Woodland Trails Park - The Church of Jesus Christ of Latter Day Saints 5k Run Mr. Benoit presented his staff report. Commissioner Anderson requested that organizers of future races held at Woodland Trails Park provide a map of the race course. Commissioner Niziolek shared the idea of coming up with a protocol of a standard way of running a race in Woodland Trails Park as it is becoming more popular. Commissioner Anderson asked that the host put up the three"Event in Progress" signs, one at parking area,and other two signs on the Great Northern Trail;north and south of their activity and that the p ark to remain open to all users. Moved by Commissioner Ahlness and seconded by Commissioner Nystrom to accept staff recommendation to allow The Church of Jesus Christ of Latter Day Saints 5k Run on May 9,2015; adding that group uses three "Event in 1O EBEI IT INATUREI Parks&Recreation Commission Minutes Page 5 April 8,2015 Progress" signs, one "Race in Progress" sign and that park remains open to all users. Motion carried 6-0. 7. Discussion Items - None 8. Parks and Recreation Director Report Mr. Hecker presented his staff report. Sharing that the library board had a concern of the location of art work and the EDA is working with the library board. Mr. Hecker also shared that there was some new playground equipment installed at Windsor Park and Orono Park this last week. Commissioner Niziolek asked if there was a discussion of tree removal and oak wilt, and that it is critical to when trees can be removed or cannot be removed to not lose all the trees there. Mr.Leeseberg stated that he would forward concerns onto the developer. Commissioner Anderson asked about the installation of park boundary signs? Mr. Leeseberg asked if the signs can be concreted in to prevent stealing of signs. Commissioner Anderson stated it would be a good idea to concrete them in if this is a problem. Commissioner Anderson asked for the totals of the 2014 donations of Woodland Trails Park and Hillside City Park for the May Commission meeting. 9. Division Manager's Reports Mr. Benoit presented division managers staff reports. 10. Parks and Recreation Master Plan Update Mr. Hecker shared his staff report. I I.
