Item # 6.1. • City of Elk -�-1 River MEMORANDUM TO: Housing & Redevelopment Authority FROM: Heidi Hall, Economic Development Assistant DATE: June 30, 2003 SUBJECT: Downtown Project Communications Update Attachments • Downtown Revitalization Open House Comment Form (blank),June 2003 • Downtown Revitalization Open House Comment Forms (completed),June 2003 • Downtown Revitalization Project Web Page,June 26, 2003 • Open House/Public Input Summary Twenty-five people attended the June 18th Open House held from 6:00-8:OOpm at Lions Park Center. Two HRA commissioners and one EDA commissioner attended the event. The Open House consisted of a presentation made by MetroPlains,which was a condensed version of what MetroPlains presented to the HRA at the HRA's June 5th Special Meeting. Following the presentation, Open House attendees viewed MetroPlains'Downtown Elk River Model,MetroPlains' display boards describing the redevelopment concepts and city goals, and the City's Project History display boards. Comment Forms were made available at the Open House. Staff received the attached six completed Comment Forms at the Open House. Comment Forms were also made available at Art Soup via a display booth on the project and on the city Web site. Staff received the attached twelve Comment Forms subsequent to the Open House,most of which were completed by those who did not attend the Open House. Open House attendees were asked to fill out the Comment Form based on five aspects of the Bluff and Jackson Block development concepts and how those aspects address the City of Elk River's primary goal and development objectives for the Downtown Revitalization Project. A detailed summary of the comments received via the Comment Forms is listed below, followed by a very brief summary. • Use of commercial and retail space • 8 people approved of the overall use of commercial and retail space • • 3 people approved of the use of commercial and retail space in the Bluff Block • 1 person expressed concern as to whether or not existing businesses will be able to afford to relocate into the new space • 1 person suggested that Downtown's current specialty shop motif remain and that no chain stores be allowed in Downtown • 1 person suggested that a small open space be left at the corner of Main St. & Jackson Ave. • 1 person appreciated the use of commercial space in order to provide shoppers a reason to shop Downtown longer Design Features • 5 people expressed support of the historic character of the new buildings • 4 people highly approved of the design • 2 people approved of the Bluff Block design • 1 person thought the design was too homogeneous • 1 person expressed concern about the affordability of the for sale units • 1 person expressed concern that some businesses would lose visibility from East Hwy 10 • 1 person thought the design needed to reflect greater use of river (walking path,back door access to businesses,patios,park,garbage cans, etc.) • Relocation of Gazebo/Jackson Square Open Space • 8 people approved of the relocation of the gazebo/open space • 7 people would like Jackson Square to remain a parking lot Waterfront Connection • 11 people approved of the waterfront connection Parking • 3 people expressed concern that parking would be lost during construction • 3 people suggested a ramp be built behind Kemper Drug • 2 people expressed concern that traffic would increase due to the addition of businesses and residents • 2 people expressed a general concern for parking issues • 1 person suggested that a small ramp be built and that the City should charge$1.00 for special events • 1 person suggested that a ramp be built north of the railroad tracks • 1 person suggested that King Ave. be closed • 1 person suggested that Jackson Ave. be widened to provide parking on both sides of the street Use of Commercial and Retail Space Majority of comments reflected approval Design Features Majority of comments reflected approval Relocation of Gazebo/Jackson Square Half of the comments reflected approval and half Open Space reflected disapproval Waterfront Connection Majority of comments reflected approval Parking Wide range of comments reflected parking concerns and suggestions May Q &A Newsletter The May Q&A Newsletter was distributed via the following: • May 13th Elk River Star News (7,511 distribution) • City Web site • Art Soup • Rivers Edge Downtown Business Association • Chamber of Commerce • Municipal Utilities • City Hall All four editions of the Q &A Newsletter are available on the Downtown Revitalization page of the city Web site located at www.ci.elk-rivermn.us. • Downtown Revitalization Web Page The attached Downtown Revitalization Project Update is available on the Downtown Revitalization page of the city Web site. I hope that it is ok that i am doing completing the survey this way. 1. I think the combining of commercial and residential space downtown is a tried and true concept.In big cities,parking several blocks away from where you live,work or shop is common.I am not sure how that distance will be perceived in the small town atmosphere i believe we are trying to create. 2.I love the brick and stone facades on the buildings. It makes them very appealing to look at and they maintain their clean new appearance for a long time. The rounded building on the bluff block architecturally adds interest to the structure. 3.I am totally opposed to building in the"Jackson Square open space" area.I think that putting a building in the square is in total conflict with the goal of increasing visibility and access to the river.That area is a great spot for holding a farmers market,art fair,parking for downtown businesses and concerts in the park etc.After Art Soup I talked to owners of 8 businesses downtown.All were very happy with the increased exposure it gave them by increasing traffic downtown.7 of the 8 said that they had very good sales.I think that it would be a great mistake to build in the Jackson Square open space.It would definitely be easiest for the developers but the worst case scenario for downtown businesses. 4.I would love to see the city work on the river walk and increase the park presence along the river.Downtown Elk River is home to a beautiful stretch of the Mississippi River.We need to do a better job of sharing 6/25/2003 Page 2 of 3 that secret by making the area more accessible to the public and giving 0 them a reason to come downtown to see it.Whether to attend Art Soup,an arts performance by the river or to stroll on a nicely lit and landscaped path along the river. 5.I would like to know if the city has ever done a parking study downtown.I think that that is certainly something which needs to be undertaken before the first hole is dug.We need to have a better grasp of the reality of parking downtown-not just our perception.The downtown building owners and business owners have major concerns about downtown parking. I don't know how large a tax base that the downtown businesses provide the city,but I do believe that it is a reasonable expectation for the downtown businesses to expect that the city would help make sure that the parking needs are being met.
