Background/Discussion The applicant proposes to amend the land use of the subject property from Focused Area Study (FAST) to Industrial. The proposal would amend 4.08 acres in the center of the 930 acre FAST area. Focused Area Study The FAST is the area immediately adjacent to the commuter rail station at 1715`Avenue and Twin Lakes Road. The study, completed in 2010, represented an intense collaborative effort between the city and the property owners and stakeholders in the region. The study identified the changing traffic patterns and how they affect business and land uses in the area, as well as provided alternative uses as these patterns continue to evolve over time. Industrial Historically Elk River has enjoyed a diverse and strong industrial base. This base thrives with a regionally recognized labor force and business friendly posture. Industrial uses provide a wide variety of benefits, including employment and daytime population. Daytime population helps entice services,including a greater variety of services. Light Industrial The Light Industrial category includes industrial uses that are lower in intensity of activity. These uses limit the potential for adverse impacts on adjacent land uses due to factors such as noise and odor. Examples of Light Industrial uses include research and development offices, enclosed storage and warehousing,laboratories,and light manufacturing. A portion of the current mining area south of County Road 33 may also include some industrial development which will be determined through a more detailed planning and engineering study before full reclamation and development occurs. p 0 W I R E a 0 NA UREJ Medium Industrial Medium Industrial land uses are intended for businesses with more intensive uses. The level of intensity refers to the amount of land used by the business,the nature of the industrial activity, and the potential for truck traffic. Examples of Medium Industrial uses include contracting yards,lumber yards, concrete products processing,processing of natural resources,and truck terminals. Future Medium Industrial land uses are also appropriate for future reuse of the mining area south of County 33 which will be determined through a more detailed planning and engineering study prior to full reclamation and development occurs. The proposed use conforms to the industrial land use classification and will permit the rezoning of the property from Business Park to PUD in support of the Morrell project. Planning Commission Meeting Summary The Planning Commission reviewed the Land Use Amendment application at their May 26, 2015 meeting. They had no issues or concerns with the request. No one spoke at the public hearing for or against the request. The Planning Commission recommended approval of the Land Use Amendment, 5-0. Attachments ■ Resolution N:APublic Bodies\Agenda Packets\06-01-2015\Final\x6.1a sr.docx City of Elk River Resolution 15- A Resolution of the City of Elk River Amending the Comprehensive Plan to Change the Land Use from Focused Area Study to Industrial WHEREAS, Minnesota Statutes, Chapter 462.355,Subdivision 2,prescribes the procedure for amending the Comprehensive Plan,and WHEREAS, the Planning Commission held a public hearing on May 26,2015 and recommended approval regarding the Comprehensive Plan amendment request for the property generally described as: Lot 1,Block 2,Natures Edge Business Center, Sherburne County,Minnesota WHEREAS, the City Council has reviewed the Comprehensive Plan amendment request and finds the following: 1. The current use of the site is consistent with Light Industrial uses. 2. The land use is consistent with the surround land uses. 3. The use would not have adverse impacts on the surrounding land uses. 4. The proposed changes are in general conformance to the adopted Comprehensive Plan. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota, as follows: The Land Use Plan be amended to change the property as described above from Focused Area Study to Industrial.
