• Background
The HRA accepted the attached Housing Work Plan at its March meeting. The purpose of
the work plan is to gather information and examples of housing programs and partnership
possibilities. The housing work plan corresponds with the completion of the
Comprehensive Plan and the Planning Department's housing stock inventory/analysis.
Both documents will be used to determine the housing needs of Elk River. The work plan
will culminate with staff recommendations for Elk River housing programs based on Elk
River's needs.
St. Cloud HRA Presentation
St. Cloud HRA Deputy Director Bruce Thielman and Housing Development Manager
Wendy Hulsebus presented to the HRA in June on the St. Cloud HRA's housing programs
and also provided the following opportunities/challenges to developing a housing program:
• Cities must identify their housing needs through a market study
• Some cities have to deal with high land costs, a lack of developers, and NIMBYism
(not in my backyard)
• Developing partnerships and being an educator to partners is important (non-profits,
experienced developers,power companies,local employers,banks, etc.)
• Staff expertise in construction& financing is important
• A large amount of staff time must be dedicated to coordinate the program and write
applications for projects
•
• Cities must acquire different streams of income to fund the program, such as
developer fees
• Each city must find its own niche to fill a need not being met by the private sector
Mr. Thielman mentioned that he and Ms. Hulsebus would be willing to provide additional
insight to the HRA if the HRA decides to development a housing program.
Issue
This month, Sheri Harris and Lisa Graphenteen of the Central MN Housing Partnership,
Dan Roberts of Tri-CAP, and Vance Zehringer of the Sherburne County Chapter of Habitat
for Humanity will present the HRA with information on how non-profit organizations assist
cities in the area of housing. The issues of redevelopment,rehabilitation, and new
construction of single family homes will be covered in the presentations. All presentors will
be available for any questions the HRA may have.
