PRSR 06-10-2015 City of Eli Meeting of the Elk River Parks and Recreation Commission River Held at the Elk River City Hall Wednesday, May 13, 2015 Members Present: Chair Anderson, Commission members Ahlness,Niziolek,Nystrom, Kallemeyn,and Sagan Members Absent: Commission members Holmgren Council Liaison: Ms.Wagner Staff Present: Parks and Recreation Director,Michael Hecker,Park Planner Chris Leeseberg,Recreation Manager, Steve Benoit,and Recreation Coordinator,Tonya Love I. Call Meeting to Order Pursuant to due call and notice thereof,the meeting of the Elk River Parks and Recreation Commission was called to order at 6:30 p.m. by Chair Anderson. 2. Consider 5/13/15 Agenda Mr. Benoit added Item 6.5,Athletic Field Dugout Improvements. Moved by Commissioner Kallemeyn and seconded by Commissioner Ahlness to approve the May 13,2015, Parks and Recreation Commission meeting agenda with staff addition of Item 6.5. Motion carried 6-0. 3.1 Consider 4/8/15 Regular PRC Minutes Moved by Commissioner Sagan and seconded by Commissioner Nystrom to approve the following April 8,2015 Parks and Recreation Commission Minutes. Motion carried 6-0. 4. Open Forum - None 5. Park/Program Highlight Mr. Benoit shared a presentation about the Activity Center Members Only Party held April 30,2015. 6. Commissioner Nystrom shared that it is a good idea to have them around town. Commissioner Niziolek suggested revisiting this in a year to see the status of the projects. Moved by Commissioner Sagan and seconded by Commissioner Nystrom to approve the Free Little Library at Lion John Weicht Park and Mississippi Oaks Park. Motion carried 6-0. Mr. Benoit shared that staff recommends fees that are black and white and approach every group the same way. If a group is non-profit they should not be charged and if the group is for profit we take the blinders off and recommend they be charged in order to be fair to everybody that applies. Sharing Commissioner Holmgren's comments,"I fully support accepting the plan. I think it provides a good plan for the future and addresses all the necessary areas that will be needed to focus on in the coming months and years. I think it also does a great job of creating a vision for the City as we move forward when it comes to our parks, the needs of our parks and the growth of parks in Elk River as well." Commissioner Niziolek suggested minimization of chemicals instead of reduction of chemicals. Grammar changes shared by Mr. Hecker on page 79-81. 2. Adding back statement on page 65; Place 50' natural riparian buffers between lawns and water on all appropriate public land and parks. 3. Change the word patch to parcel on page 84. 4. Change Reduction of chemicals to Minimization of chemicals on page 65. Commissioner Niziolek asked what the Proctor intersection would look like.
