Action Requested
Recommend,by motion,Park Dedication be satisfied by payment for one dwelling unit at the rate
applicable at the time the lot split is released for recording,which for 2015 is $3,712 per residential
dwelling unit.
Background/Discussion
The applicant will be splitting their 17.3 acre property into two lots, creating one new 10-acre buildable
lot and the remaining 6.14 acres lot for the existing home.
The plat will also provide 50 feet of road right-of-way for county Road 1 along the entire eastern portion
of the property. Section 30-392 (3) indicates lot splits shall be submitted to the Parks and Recreation
Commission for review of Park Dedication requirements. A recommendation should be forwarded to
the City Council for consideration, along with the proposed subdivision.
The Parks and Recreation Master Plan
The Neighborhood Parks Service Area text in Chapter 5 of the master plan states, recreation facilities should
be developed when 300 or more households within cluster developments or on lots less than 2 acres are located within 1.5
miles of the park. The subject property does not meet this requirement. Therefore, staff recommends the
Parks and Recreation Commission recommend Park Dedication be in the form of cash.
Trail Connectivity (Figure 5.5),as indicated in the master plan, states that Other Future Trails are desired
along County Road 1. Under Initiative 3 Strengthen Trail Connections,item 6 discusses the desire to have
trails on both sides for rural collector and arterial roads.
If the commission believes it is necessary,they could recommend a trail easement outside of the
proposed County Road 1 right-of-way.
