Open a public hearing to take comments on the city Storm Water Program. 2. No other action is required. Background/Discussion The City of Elk River is regulated as a Municipal Separate Storm Sewer System (MS4) under the National Pollutant Discharge Elimination System (NPDES) by the Minnesota Pollution Control Agency. This permit was reissued in 2013 and will expire in 2018 as it runs on a five-year cycle. The permit prescribes goals in the following categories: Public Education and Outreach;Public Participation and Involvement; Illicit Discharge Detection and Elimination; Construction Site Runoff Control;and Pollution Prevention and Good Housekeeping. The city is required to hold a public hearing to receive feedback on the Storm Water Program. The following goals were met by the city in 2014: • Developed new water quality requirements for the Stormwater Management Ordinance. • Continued to partner with Sherburne County Soil and Water Conservation District (Orono Lake Subwatershed Assessment). • Inspected and ranked all 381 stormwater basins within the city boundary. • Updated the Elk River Storm Water Program Guide. In 2015, staff will conduct planning and analysis to identify future projects to achieve compliance with the future nutrient reduction goal for Orono Lake. Also, staff will continue to identify potential sources of illicit discharges within the city and work to eliminate them.
