Background/Discussion The current language requires garbage and recycling containers to be "at the front property line for collection." Front property lines are typically 15 feet behind the street edge, and this distance is problematic for hauler access. This amendment specifies the proper placement of residential trash and recycling containers. It clarifies that containers shall be placed behind the curb/street edge and not in the street. Containers placed in the street impede street maintenance operations (sweeping and snow removal). It is difficult and time consuming for plow operators to maneuver around containers or parked vehicles, only to return later and clear the street curb to curb. The section was also modified to have residents store containers out of sight on non-pickup days. The City Council of the City of Elk River does hereby ordain as follows: SECTION 1.That§ 58-37 (d) of the City of Elk River Code of Ordinances shall be amended to read as follows: (d) Placement for collection. Where an alley open to traffic is available, each container for premises abutting the alley shall be placed at the rear of the property next to the alley. Where no alley exists, the container shall be placed neaf the feaf doof of the building to which i °e'er shall be placed on the driveway one (1) foot behind the curb/street edge with four (4) feet between containers.
