Action Requested
Adopt, by motion, a resolution approving the land swap and finding there is no impact on the
Comprehensive Plan.
Background/Discussion
The Elk River Area Schools Superintendent proposes to add three all-purpose courts to their gymnasium
at Elk River High School. The addition would encroach on a portion of the city-owned parcel east of the
Olympic Rink at the Elk River Ice Arena.
The district proposes to swap land currently used by the Ice Arena as a parking lot for the same square
footage of land in front of the Ice Arena for dedicated Ice Arena parking.
The proposal has been reviewed by the city staff and there are no concerns at this time. Staff concurs
that the land swap is consistent with the Comprehensive Plan.
Financial Impact
There is no financial impact to the city outside of staff time. The district will pay for survey work,
engineering, and recording of the property at the county.

Resolution 15-
A Resolution of the City of Elk River Finding that the Exchange of Real
Property is Consistent with the City of Elk River Comprehensive Plan
WHEREAS, The City of Elk River was approached by the Elk River School District with
preliminary plans to expand the high school facility onto property owned by the city;and
WHEREAS, the property encroached upon is a parking lot serving the ice arena and the
loss of parking would negatively impact the arena's operation; and
WHEREAS, the school district proposes to give the city an equal section of their parking
lot in exchange for the proposed impact, illustrated on Exhibit"A"; and
WHEREAS, the exchange is consistent with the comprehensive municipal plan as both
parcels are guided for Public/Institutional uses and will continue to be used as such.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk
River, Minnesota, as follows: The City Council finds that the proposed exchange of real
property between the City of Elk River and the Elk River School District is consistent with the
comprehensive municipal plan.
