Consider Resolution Amending Western Area Phase IV
Feasibility Study
Attached is a memo and resolution from the city engineer regarding amending
the Feasibility Study for the Western Area Phase IV project. This project is the
trunk sewer and water extension along with the Business Center Drive
improvement.
Staff believes, but will not know until the situation is more thoroughly
evaluated, that the overall project is more feasible with the trunk water
system being looped through the Wilson property. With this proposal will come
additional trunk assessments to the balance of the Hoyt Partners property.
After the addendum is completed and evaluated, we hopefully will be
recommending the deletion of the lateral water, street and storm sewer
components of the project in the north Highway 10 frontage road area.
However, this area still is likely to receive trunk sewer and water assessments
and the frontage road intersection with Highway 10 will be realigned at the
new Waco Street location. In this addendum, analysis will take place of the
sewer and water trunk system going through the Wilson property and across
Waco for the Ziegler property that is proposed to be residentially developed.
This property will also then receive trunk assessments. Finally, it is also
possible that the Chuba/Kincannon property will be petitioning the city to get
back into the urban service district.
Recommendation
It is recommended that the City Council approve this resolution authorizing
the addendum to be completed.

RE: AMENDMENT TO WESTERN AREA PHASE IV FEASIBILITY STUDY
Dear Council Members:
At a recent City Council meeting, the Council discussed the appropriateness of the water and
street improvements proposed north of TH 10 in the Western Area Feasibility Study. At that
time, the discussion was that it may be more appropriate to loop the watermain through the
Stewart Wilson property and not do the proposed improvements to the north frontage road
including watermain looping. Since that time, City staff has had several discussions regarding
this, some of which included Mr. Wilson. At this time, we would suggest that, if the Council
wants to proceed with this approach, the Council consider adopting the attached resolution
which would authorize an amendment to the Western Area Feasibility Study involving the
deletion of the proposed water looping and street improvements of the north frontage road and
the addition of trunk sanitary sewer and watermain across the Stewart Wilson property. These
improvements will, of course, change the total project cost and also the properties proposed to
be assessed.
As you are aware, this project includes cooperative agreement monies from the Minnesota
Department of Transportation. We are proceeding with the review of that portion of the plans by
Mn/DOT and the preparation of the cooperative agreement. This amendment to the feasibility
study will require additional public hearings followed by assessment hearings. We believe that it
will be possible for these additional hearings to be held once the feasibility is amended and
while the new improvements "catch up" with the Mn/DOT funded portion of the project due to
the length of time that Mn/DOT will require for preparing the cooperative agreement.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION OF THE CITY OF ELK RIVER
ORDERING AN AMENDMENT TO THE PRELIMINARY FEASIBILITY REPORT IN THE
MATTER OF THE WESTERN AREA PHASE IV IMPROVEMENT OF 2000
WHEREAS
the Council has previously ordered a feasibility study for the Western
Area Phase IV improvements; and
WHEREAS
the Council has accepted the report for the Western Area Phase IV
Improvements on February 22, 2000; and
WHEREAS
the Council has determined that an amendment to the Western Area
Phase IV Improvement, deleting the water loop and street construction
north of TH 10 and considering a trunk sanitary sewer and trunk
watermain extension from the Sherburne County Government Center to
Waco Street, should be considered;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
This matter shall be referred to Howard R. Green Company who is requested to
provide to the City Council a report advising, in a preliminary way, whether the
proposed improvement is feasible and whether the improvement should thus be
made as proposed or in connection with some other improvement and the
estimated cost of the improvement as recommended.
