INFORMATION #1 04-24-2000City of MEMORANDUM INFORMA¥ , ,,; TO: FROM: DATE: SUBJECT: Mayor and City Council Bruce West, Fire Chief ~~// April 17, 2000 MN Pollution Control Agency Meeting at Elk River Fire Department The Elk River Fire Department will be conducting a meeting of representatives from the Mississippi River Defense Network and the Minnesota Pollution Control Agency on Thursday, May 11, 2000 at 2:00 p.m. at the Elk River Fire Department. Also invited to this meeting are representatives of facilities within the City of Elk River that have above ground storage tanks and bulk oil storage tank facilities. The reason for this meeting is to show the facility owners the equipment recently donated to the Elk River Fire Department on behalf of the Mississippi River Defense Network. The Mississippi River Defense Network received an appropriation from the 1999 Minnesota Legislature to purchase spill equipment to be donated to various cities along the Mississippi River. The Elk River Fire Department was selected as one of the cities benefiting from the donation of equipment and a trailer for a quick response within our community in case of a spill that may effect the Mississippi River. The meeting on May 11, 2000 at 2:00 p.m. will give an orientation to facility owners within the community as to the history of the Mississippi River Defense Network and the donation program to various cities along the Mississippi River. On behalf of the Mississippi River Defense Network and Minnesota Pollution Control Agency, I would hke to invite the Mayor and Council to this meeting for an orientation of the equipment recently donated to the Elk River Fire Department. The value of the equipment and mobile trailer donated to the Fire Department is approximately $10,000.00. Elk River Fire and Ambulance Service The following pages represent the volume and specific activity of the Elk River Ambulance for the calendar year 1999. Several significant events took place in the past year. 1999 was the third consecutive year of responses being over 1000 in volume. We established an Ambulance Board of Directors. This board consists of 2 firefighters and 3 E.M.T.'s as acth~g members. The Fire Chief, Secretary Treasurer, and Ambulance Coordinator are on the board as ex-officio members. This past year was the first full year of offering our community Advanced Life Support (ALS) service. In conjunction with this upgrade ail of our E.M.T.'s have raised their level of skills and training and are all certified in I.V. management. Our service was also selected to participate in a national study. This study is referred to as the TIMI trial. TIMI stands for Thrombolytics In Myocardial Infarctions and features a cardiac medication called Retavase, a drug with "clot busting" capabilities. Elk River Ambulance was choosen as one of 20 regions nationally to participate and was the first non-metro ambulance to submit a study' for the TIMI Trial. 1999 proved to be eventful and successful. All of this was only possible because of the dedication and committment of our E.M.T. staff.
