Background
Since June of 2004 the HRA has been working to develop a vision for downtown north of
• Hwy 10. In October, the HRA completed the following tasks:
• Reviewed updated research for the area
• Reviewed three concept options (one developed by HRA and two by staff)
• Discussed barriers to implementing staff's concept options
• Chose concept option 3 as basis for developing a refined concept
Requested Actions
The next step in the redevelopment process is concept refinement; therefore staff has
developed the attached refined concept option based on the HRA's October discussion.
Staff requests that the HRA identify priority areas within the refined concept.
Another component of concept refinement is testing for market and financial feasibility with
the help of developers and market specialists. Prior to undertaking this component, staff
requests the HRA's direction for implementing a plan for the area.
