Adopt, by motion, a resolution supporting Woodland Trails Park as a regional park in Greater Minnesota.
Background/Discussion
The Parks and Recreation Master Plan recommends designating Woodland Trails Park to qualify for
regional park status. Furthermore, it recommends incorporating Big Tooth Ridge Park and the Great
Northern Trail as an extension of Woodland Trails Park in order to extend its regional parks status. The
Commission recommended these concepts at the June 10 Parks and Recreation Commission Meeting and
designated Woodland Trails Park to qualify as a regional park.
With Woodland Trail Park's unique recreation offerings, significant size, regional trail access, and habitat
as part of a bigger unique ecosystem, it is a strong candidate for regional park status through the state.
Regional designation by the Greater Minnesota Regional Parks and Trails Commission is required prior to
recommendations for Legacy Parks and Trails funding by the Commission.
Staff is currently working on the application for regional park designation that is due by June 30, 2015.
This resolution is part of that application process.
Financial Impact
There is no financial impact to the city outside of staff time to complete the application.

A Resolution of the City of Elk River Supporting Regional Park Designation
Application for Woodland Trails Park in Greater Minnesota.
WHEREAS, the City of Elk River has the authority to act as legal public sponsor for the
application described in the ReguestforDesignation as a Regional Park in Greater Minnesota.
WHEREAS, the City of Elk River is fully aware of the information provided in the
application and associated responsibilities, including long—term commitments as defined in
the application and related master plan and supporting information as submitted.
WHEREAS, the City of Elk River adopted the Parks and Recreation Master Plan on June
1, 2015 and stated within the plan is the recommendation that Woodland Trails Park
become a strong candidate for regional park status.
WHEREAS, the City of Elk River Parks and Recreation Commission recommended on
June 10, 2015 incorporating Big Tooth Ridge Park and the Great Northern Trail into
Woodland Trails Park as a regional park designation.
WHEREAS, should Woodland Trails Park receive formal designation as a Regional Park
in Greater Minnesota by the Commission, that as the lead applicant, the City of Elk River
has the legal authority to enter into formal designation and funding agreements with the
Commission for the referenced park.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk
River, Minnesota, as follows: will comply with all applicable laws and regulations associated
with regional park designation any future grant funding for their respective portions of any
project.
