Pursuant to due call and notice thereof, the meeting of the Elk River Board of
Review was called to order at 6:00 p.m. by Mayor Klinzing.
Assessor John Cullen explained the purpose of the meeting which is to review the
2000 assessed property value. He stated that in order to be consistent with the
state requirement of staying within 90 - 105°,/o of the actual market value, an
overall increase of approximately 7% was applied to all property in the city. The
Assessor explained that grievances would be heard by the Board of Review on an
individual basis.
Richard Elliot - 75-535-0255 - Mr. Elliot indicated that his property value has
increased excessively over the past few years. The Assessor indicated that this was
necessary due to the overall property value increasing in the City. The Assessor
reviewed comparable sales in the area. It was the consensus that the increase in
property value from $151,200 to $160,000 was justified due to the general increase
given to all property owners and based on comparable sales in the area.
COUNCILMEMBER DIETZ MOVED THAT THERE BE NO CHANGE TO THE ASSESSED
PROPERTY VALUE OF $160,000 ON PROPERTY ID# 75-535-0255. COUNCILMEMBER
FARBER SECONDED THE MOTION. THE MOTION CARRIED 3-0.
Mr. Elliot's concern was that senior citizens couldn't afford a constant increase in
property value as it results in higher taxes. The Council encouraged Mr. Elliot to
contact his legislators regarding this issue.
Rolfe Anderson - 75-431-0420 - Mr. Anderson indicated that his value increased
from 193,500 to $206,600 in 2000. He indicated that he feels his total assessed
value is too high.
Councilmember Thompson arrived at this time (6:45 p.m.).

After reviewing assessed values of similar style homes in the area and reviewing
sales comps, it was the consensus that the value may be too high and that the
Assessor should re-evaluate the property.
COUNCILMEMBER DIETZ MOVED TO AUTHORIZE THE ASSESSOR TO COMPLETE AN
APPRAISAL OF PROPERTY OWNED BY ROLFE ANDERSON #75-535-0255 AND TO
REPORT BACK TO THE CITY COUNCIL WITH A RECOMMENDATION. COUNCILMEMBER
THOMPSON SECONDED THE MOTION. THE MOTION CARRIED 4-0.
Rich Schultz - 75-516-0728 - Mr. Schultz indicated that his assessed property value
increased from $171,800 to $183,000. He indicated that he felt his value increased
too much and that his home was appraised too high. The Assessor reviewed sales
comps and assessed market values of homes in the area. The review of these
issues revealed that the value on the property was justified.
COUNCILMEMBER THOMPSON MOVED THAT THERE BE NO CHANGE TO THE MARKET
VALUE OF $183,000 FOR PROPERTY ID# 75-516-0728. COUNCILMEMBER FARBER
SECONDED THE MOTION. THE MOTION CARRIED 4-0.
Country Inn and Suites - 75-627-0105 - Country Inn and Suites submitted a letter
appealing the assessed market value of their property which was valued at
$2,854,800.
COUNCILMEMBER THOMPSON MOVED TO DENY THE APPEAL FOR PROPERTY ID #75-
627-0105. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED
4-0.
5. Adiournment
There being no further business, Mayor Klinzing adjourned the meeting of the Elk
River City Council at 7:15 p.m.
