At the direction of the utilities commission, we started to look for ways to secure our property and move all of our equipment indoors. DISCUSSION: We have received four proposals from various architects for a facility needs study/facility design. All of the architectural firms have been compared against each other. The prices are as follows from low to high: 1. Kodet Architectural Group; $15,500 2. 292 Design Group; $19,900 3. Oertel Architects; $30,100 4. TKDA; $70,000 Staff has selected Kodet Architectural Group as the firm to complete the space needs analysis for the field services facilities. Outside of being the firm with the lowest price, Kodet Architectural received high praise from the references I contacted. They have experience working with other municipalities planning for the future, and in designing modem efficient facilities. Part of the study will be considering the steps we need to take to secure our property, with consideration to our neighboring residential properties. ACTION REQUESTED: Staff is seeking approval from the commission to move forward with Kodet Architectural Group to complete the field services facilities study. The following is our proposal for the various items related to the study of your agency. I am providing a few notes in regards to this but first let me say that you and your staff are taking the right approach to this. My meeting on site with staff last week helped a great deal in the preparation of this proposal and in getting an understanding of your operation. As I mentioned at our meeting, all too often we are bought in on a project to focus on a building expansion and quickly discover that there has been a lack of forethought in regards to long term expansion planning. This adds complications and costs to the client. Everyone and every agency really needs to plan ahead, to look well into the future, consider all options, develop a long range plan and then try to stick to this, even if the predetermined dates change. When this type of thing happens, we may discover that something was done or built in the recent past to foul up an ideal expansion plan. For example, we currently are working with a city in the Southeast metro that installed a fueling island in the perfect location for a building expansion. In this case, the fueling system will be need to be removed and a new one placed in the proper location in order to achieve the best planning and building expansion option. Performing the study ahead of any actual building expansion is the proper way for you to proceed. Elk =--- 124 River QtRTEL ARCHITECTS THE FOCUS OF OERTEL We have kept this proposal brief but included some background information as you may be unfamiliar with our firm. This type of consulting work is what we do every day, all year, and this has been the case for close to twenty years for the firm and over twenty six years for me personally. We know this stuff. Although we do work throughout the State, Oertel Architects has worked on many projects in your area. We have been working with the city of Anoka on a similar study for the public works and utilities department. We did the design of the Otsego public works facility, as well as several small shops and studies for both Wright County and Hennepin County (NW locations). Whether utilities, highway departments, municipal maintenance operations, or other public works functions, our approach is very similar. While all agencies and departments differ, there are a great many commonalities. The bottom line, as we see it, is first to determine the actual need. On rare occasions, we will find that there is not so much of a need for a new facility as much as simply using the existing building in a more efficient manner, providing upgrades as necessary. In performing the initial determination, we need to examine operations, site conditions, the fleet, the area of service to the community, the expected service levels, and multiple other items. Once we have gathered and analyzed all the information, we enter the data into a proprietary program which we have developed. This program is based on dozens and dozens of similar facilities throughout the State. With this program, we can determine minimum/optimum site area, building area, storm requirements and so on. In a rare case, we may not go much farther. If a client wants to use a specific site and allow for expansion, we have been able to tell the client, without much time and expense, that their site is simply not big enough to meet long term needs. We also itemize ideal and minimal space and equipment requirements for the near mid and long term. This then is used as a counterpoint to the current operation, the space available, the equipment on hand, and related items. This is all a basis for the planning. In your case, we would strongly advise considering several options and we've based our fee on this. At the onset, we never quite know if it is more effective or more costly to work with the existing buildings or simply start over with a new building. The options we would prepare would cover a broad baseline. We would point out the pluses and minuses to each and allow you to determine which option best meets your goals. El 125 River OFRTEL ARCHITECTS INITIAL COMMENTS The following are a few initial comments regarding your site and operation: 1. The site has some considerable changes in elevation. While not ideal, there are many ways to make a positive out of this condition. For the cities of Woodbury, Waconia, and Mahtomedi, which are situated on sites with much more grade change, our final designs included a two story building that essentially worked with the site as opposed to extensive earthwork to make the site usable for a single story building. 2. The existing utility buildings appear to be extremely inefficient in regards to energy usage. Potential re-use of the existing buildings should consider this factor. Significant upgrades may be necessary and in some cases not practical. Considerations should also be determined in ongoing maintenance. While a new building will have warranties and solid construction, the existing buildings, for example, may need new roofs, ADA accessible routes, replacement of mechanical units and other maintenance work. All this plays into the equation of project costs and preferred options. 3. There are a number of health and life safety items which were noted, from HVAC systems which do not meet code, to non-pressurization of the buildings (causing a build- up of fumes in the work areas). While the lack of floor drains would not be considered a health and safety issue directly, floor drains at internal parking areas are required by code and important for numerous other reasons. 4. There appears to be a considerable amount of double and triple handling of equipment. By correcting this, the staff will be more efficient in exceeding current service levels, limiting the need for future hiring and similar goals. 5. There is no "front-door" of any type, no image to the public and a non-cohesive group of buildings. Although public access is limited, a secured and obvious front door would be a plus. 6. The existing buildings and usable open site area (including the adjacent residential properties) offer the potential for several good options. Elk River Municipal Utilities should be able to review a number of options. This would range from a master plan which saves most everything, with necessary additions/ renovations, to one that includes starting anew. 7. With this said, master planning needs to consider that your operation will be in full service during and construction activities, now and into the future. An effective master plan will determine how to operate during what could be one full year of construction and phasing construction work as necessary. We have included this in all of our planning projects. Please trust me, this is a big deal. El 126 River OERTEL ARCHITECTS 8. Your current equipment storage is the old fashioned type of vehicle storage areas with multiple garage doors. As your staff knows, the current thought is for a building with a center drive lane, double-loaded parking stalls and two to three garage doors, in total, at each end of the building. 9. Washing and maintaining the fleet is also a big deal. There are so many options and systems out today to help staff be better equipped to deal with this issue. There is a direct correlation between washing equipment versus depreciation and accelerated maintenance. 10. I understand that much of the vehicle maintenance work is performed by the City of Elk River. While this is a very good thing, I would like to explore this further with you. 11. Security is becoming, more and more, an important consideration. Ever since 9/11, agencies have had to prepare for the worst, mostly larger scale considerations. Still, it is the smaller things, such as theft of copper or tools, which are more of a daily concern. Your site could be greatly improved by fencing, gates, cameras, and other security upgrades. 12. Technology has greatly improved over the years and helped other operations such as yours. One example if this is the fueling system that you are sharing with the city of Elk River. There are other potentials. 13. With all this said, evaluating your operations and facilities, and developing a long term plan, is pretty straightforward. NOTES ON TIRE FEE e I understand that you have a proposal from another firm, perhaps others, and would like to be able to compare on an "apples to apples" basis. Short of having other proposals in hand, I hope that I am able to do this. What I did was provide a list of tasks by category, with associated fees. At your preference, we can do all or some of the groups of tasks. Note that the initial set of tasks on "Information Gathering Phase" would be mandatory. The others can be performed at your direction. Included in the fee would be all time, materials, and expenses. Without knowing all your deadlines and phasing plans, I would expect that this study could be completed as soon as two months from now or by the fall, depending on your needs and goals.
