Staff Update
DISCUSSION:
• Delivered two new residential water meters.
• Sealed the water meter and took curb stop ties from three water services.
• Turned on six water services, and four electric services
• Completed 25 BACTUTotal Chlorine Residual Samples; all confirmed negative for
Coliform Bacteria.
• Completed 20 routine fluoride samples. All samples met MDH standards.
• Hydrant flushing was done the week of May 11-15. With the help of the metering
department,the entire system was flushed in just one week lessening any inconvenience
to our customers.
• Well#8 was pulled for scheduled maintenance. After televising the well, we discovered
there was roughly 75 feet of fill at the bottom of the well. We've reinstalled the well and
will monitor whether or not we are pumping sand to help determine if we need to
redevelop the well in the future.
• After visiting with a couple of engineering firms, we've decided that Short Elliott
Hendrickson(SHE)will be the one to assist us in optimizing our filtration process. The
process will proceed over a couple of months this summer and will greatly increase our
effectiveness during filtration.
• The Minnesota Department of Health(MDH) completed their routine sanitary survey on
May 21, 2015. There were a few recommendations for improvement noted by the MDH
Engineer. The recommendations noted have already been rectified by the water operators
and will not be an issue in the future. All of our wells were tested, and passed for
coliform bacteria. Our wells have been tested in the past for radium-226,radium-228, and
gross alpha in water and are under the maximum contaminant level of 5.4 pc/1 total for
radium-226 and radium-228 and under 15 pc/1 for gross alpha.
• We applied for a fluoride variance to Minnesota Rule 4720.0030 and it was approved.
The variance allows us to feed fluoride at a lower rate. The variance was required
because state law currently requires we feed 1.2 parts per million(ppm), and we were

requesting to feed at a lower system target level of.7 ppm. The law is in the process of
being changed to a target level of.7 ppm,which we would soon be required to follow.

Requirements and Recommendations
Water Source
As a reminder, it is required that a well for a community public water supply be located according
to distances specified in Minn.Rules 4725.4450, including not less than 50 feet from a source of
contamination including buried sewers (except as specified in Minn. Rules 4725.5850).
Pumps/Pump Facilities and Controls
No deficiencies observed.
Treatment
Changes in treatment are required to be approved by the Minnesota Department of Health before
they are implemented. [Minn. Rules 4720.0010]
Water Storage
It is required that the overflow for the water storage structure be screened with an appropriate
mesh non-corrodible screen that prevents the entry of insects. [Recommended Standards for
Water Works 7.0.7]
It is recommended that all water storage structures be inspected externally on a seasonal basis to
assess and repair environmental damage and verify integrity of vents and screens. A written
maintenance program should include periodic internal inspection and cleaning. Operating
procedures addressing minimum and maximum water levels and target turnover rates should be
in place. [AWWA Standards Distribution Systems Operation and Management, Sec. 4.3]
Distribution
It is recommended that a valve exercising and replacement program be initiated to ensure valves
are in working condition. This will minimize sanitary hazards and inconvenience to the customer
when working on the distribution system. [AWWA Standards Distribution Systems Operation and
Management, Section 4]
It is recommended that the water system have a leak detection program to reduce water loss.

Water System Management/Operation
As a reminder, engineering plans for new, modifications to, or additions to the water supply
system, including watermains, are required to be properly submitted to the Minnesota Department
of Health for review. All plans must be approved prior to the start of construction. [Minn. Rules
4720.0010]
To ensure security, it is recommended that a daily check of critical system components be
conducted, including confirmation that all doors and access hatches are locked.
It is recommended that a comprehensive program of cross-connection surveillance be instituted
to protect the water supply. This includes:
a. The detection and correction of cross-connections to unsafe water supplies.
b. The education of the public on the dangers of cross-connections.
c. The installation of vacuum breakers on all threaded hose bibbs in new and old buildings.
d. The replacement of defective plumbing in older buildings.
e. Periodic cross-connection inspections of potentially hazardous industries and commercial
establishments.
f. The education of the employees on the dangers of cross-connections.

I am requesting a variance to Minnesota Rule 4720.0030 on behalf of my PWS. This discretionary variance
is in response to the recent guidance from the HHS and CDC for a single national fluoride level of 0.7 mg/L
at community PWSs. We intend to maintain an average fluoride concentration of 0.7 mg/L, in the range
between 0.5 and 0.9 mg/L.
The requested variance is consistent with updated health risk information and public interest. In addition, the
requested variance will not prejudice the substantial legal or economic rights of any person or entity.
