Pursuant to due call and notice thereof, the meeting of the Elk River City Council
was called to order at 7:15 p.m. by Mayor Klinzing.

4.1. Consider Adjustment to Property Value (Board of Review)
Local Board of Review - Continued from 5/1/00
The City Clerk noted that on 5/1/00 the Board of Review was asked to review the
reassessed property valuation for Parcel # 75-431-0420. She indicated that the
assessor's office completed a reappraisal of the property and recommended
decreasing the market value to $177,200.
MAYOR KLINZING MOVED TO LOWER THE MARKET VALUE OF PROPERTY 75-431-0420
OWNED BY ROLFE ANDERSON FROM $206,600 TO $177,200 FOR THE 2000
ASSESSMENT. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION
CARRIED 5-0.
4.2. Consider Park Equipment Bids
Street/Park Superintendent Phil Hals distributed two memos and indicated that
bids were opened for playground equipment for Country Crossings III, Lion's Park,
Meadow Park, and Trott Brook Farms Park. He noted that the city received one
bid and is recommending that the council approve the bid.
Park and Recreation Commissioner Kuester explained that the Park and
Recreation commission is currently on a budget system for adding park
equipment to area parks. He further indicated that the commission will be more
systematic in adding equipment in the future and that the commission is pleased
to begin adding park amenities through this process.
COUNCILMEMBER FARBER MOVED TO ACCEPT THE BID FROM EARL F. ANDERSON
FOR PLAYGROUND EQUIPMENT FOR TROTT BROOK FARMS, MEADOW, LION'S, AND
COUNTRY CROSSINGS III PARKS. COUNCILMEMBER DIETZ SECONDED THE MOTION.
THE MOTION CARRIED 5-0.
4.3. Consider Acquisition of Devine Barn
Street/Park Superintendent Phil Hals indicated that the Park and Recreation
Commission voted to recommend that the City Council acquire the Devine Barn
and relocate it to the park in Troh' Brook Farms. He reviewed the estimated costs

for relocation, which totaled $13,000. The memo from Director of Planning
Michele McPherson indicated that the budget for Tro~ Brook Farms included
approximately $30,000 for a park shelter and that the cost to relocate and
refurbish the barn will more than likely be less than $30,000.
COUNCILMEMBER FARBER MOVED TO APPROVE $13,000 FOR THE COST OF
RELOCATING THE DEVINE BARN TO TROI'r BROOK FARMS. COUNCILMEMBER
THOMPSON SECONDED THE MOTION. THE MOTION CARRIED 5-0.
4,4. Update on Hi,qhway 10 Corridor Study Groups
City Administrator Pat Klaers updated the council on two Highway 10 corridor
study groups that have recently been meeting.
MnDOT Hi,qhway 10 Group
The city administrator informed the council that MnDOT has organized a study
group (corridor study) that deals with Highway 10 from Elk River through Becker.
He indicated that the role of the commi~ee is to develop recommendations for
local governments to consider and approve regarding the highway corridor and
access issues.
Hi.qhway 10 Corridor Coalition Group/North Metro
The city administrator indicated that the City of Coon Rapids is taking the lead to
research and address critical issues regarding improvement and expansion of
Highway 10. The main goal is a third lane on Highway 10. He indicated that the
study would include land use management along the corridor and coordinating
highway improvements with other multi-modal projects. The city administrator
indicated that this group is just starting to get organized and the membership
tentatively includes the cities of Coon Rapids, Anoka, Ramsey, Andover, Elk River,
and Anoka County. The council requested that the group invite Sherburne
County to join the coalition.
4.5. City En.qineer Update on 2000 Construction Projects
COUNCILMEMBER FARBER MOVED TO ADOPT RESOLUTION 00-30 REQUESTING
FEDERAL PARTICIPATION IN UTILITY RELOCATION COSTS INVOLVING THE
CONSTRUCTION OF THE PEDESTRIAN BRIDGE OVER TRUNK HIGHWAY 169 IN ELK
RIVER. COUNCILMEMBER THOMPSON SECONDED THE MOTION. THE MOTION
CARRIED 5-0.
The city engineer updated the council on construction projects taking place in
Elk River, particularly construction relating to the east Elk River project.
