• Background
The HRA has undertaken the following activities to develop a vision for downtown north of
Hwy 10.
Year 2004 HRA Activity
June 30th •Defined the study area boundary
Work Session •Expressed a long-term vision for the study area
October •Reviewed updated research for the area
•Reviewed three concept options
•Discussed barriers to implementing concept options
•Chose concept option 3 as basis for developing a refined concept
November •Reviewed refined concept option
•Provided input for further concept refinement
Issue
The attached concept option is based on the HRA's November discussion. The attached
letter from Bryan Adams, Municipal Utilities Manager,indicates that Jackson Ave.,north of
Hwy 10, contains large water mains and a major overhead electrical feeder and that will
satisfy the concept option, however Mr. Adams suggests enhancements be made if
redevelopment in the area occurs.
Requested Action
Staff requests the HRA's direction for desired next steps, such as one or more of the
• following options:

• • Test the concept for market and financial feasibility with the help of developers and
market specialists
• Incorporate the concept into a Downtown Master Plan,including the Downtown
Revitalization Project
• Utilize the concept as a guiding document for redevelopment proposals and inquiries
• Take priority areas identified in the concept option out for redevelopment Request
For Proposals
• Consider the timing need for the concept's single family rehabilitation section and
explore resources for rehabilitation assistance and programs

Subject: Jackson Avenue Redevelopment Concepts
You inquired about the condition of the utilities around Jackson Avenue as it related to
the attached redevelopment concept. Jackson Avenue-north of the railroad tracks
contains a major overhead electrical feeder and large water mains that will satisfy the
redevelopment activities as outlined on this concept sketch. With this redevelopment
• initiative, we would make the following enhancements to the electric and water systems.
1) 6th Street and 7th Street directly east of Irving Avenue contains 4"
water mains that need to be upsized. This area also has a history
of poor water quality which can be solved with larger water mains.
When the City does the street rehabilitation in a couple of years,the
water main will be replaced at that time.
2) The water main on 4th Street west of Jackson Avenue crossing under
the railroad and Hwy 10 to Morton Avenue is also scheduled to be
upsized when the opportunity presents itself.
3) The main 3 phase electrical feeders in this area will be left overhead,
but the tap that are now overhead would be buried when the
opportunity presents itself.
