River MEMORANDUM TO: Housing and Redevelopment Authority FROM: Heidi Hall, Economic Development Assistant \AV DATE: February 25, 2002 SUBJECT: Downtown Open House Comment Form Summary Attachments • Downtown Revitalization Open House Comment Forms (39 Forms) • Alternative Design Concepts A, B, and C • Issue Staff counted approximately 48 people who attended the Downtown Riverfront Revitalization Open House that was held at City Hall of February 12, 2002, from 4-6 p.m. Approximately 20 people, many of which had also attended the Open House, attended the Downtown Rivers Edge meeting that was held at First National Financial Services on February 13, 2002 at 3 p.m. Comment Forms were made available to the public at the Open House, the Rivers Edge meeting, and per request. Comments Forms Received (39 Total): Open House (14) Rivers Edge Meeting (2) Fax (2) E-mail (2) Mail (1) Phone Call (1) Phone Call & Comment Form (1) • Solicitation by One Resident (16) • Summary of Public Concern Alternative Design Concepts 12 out of the 30 respondents commented on the alternative design concepts. The following is a summary of the responses: Concept A (Accepted by 6 respondents) • Provides a good amount of parking • Includes an art building • Utilizes the riverfront • Provides a nice mix of housing and retail • Retains buildings located on Main St. and Jackson Concept C (Accepted by 3 respondents) • Preserves the greatest amount of historic buildings Concept A & C (Accepted by 2 respondents) • Provides mixed use development • Concept B (Accepted by 1 respondent) • Does not disturb homes located on Lowell Common Concerns (In Descending Order) 1) General support for preservation of"Historic Elk River" and rehabilitation of older buildings 2) General support for the utilization of the riverfront 3) General parking concerns 4) General concern for the existing business owners 5) General housing concerns Common Suggestions The four common concerns listed above were also the most common suggestions expressed in the comment forms. However, the following common suggestions were also reported: 1) Keep downtown's green space 2) Offer low interest loans for property owners to improve upon their buildings Conclusion A follow up Q & A Newsletter will be distributed in March. There is no question that downtown needs some changes to freshen up the appearance of some of the buildings and improve access. We also need to find ways to make it more of a destination. However, I hate to see the flavor of downtown changed by razing most of the existing buildings for new ones. I am also concerned with the existing business owners losing their livlihoods and hope that due consideration 411. given to them as this process progresses. There is no one plan that stands out. All have some value. It is important that the riverfront be updated to make it more inviting to families. (A permanent shoreline fishing/picnicing area with a walking/biking trail leading up to it would be ideal) . People would have more opportunities to come downtown if an art center was established. The city needs to offer low interest loans to existing businesses to encourage them to update their facades as was done successfully in Anoka. New mixed use residential/retail buildings would be a welcome addition to downtown if they were architecturally cohesive with the existing structures. I believe that all of these efforts will be a waste of time unless the businesses and the city work together to improve traffic flow, parking and ensure a safe pedestrian traffic crossing across Highway 10 into downtown. Needs double deck(possibly triple deck) parking on Block C Suggestions: al 2 Be • • Bring"Star News Newspaper"back into town(3-4 story structure). • Remove/restore First National Bank of Elk River (the present architecture is NOT compatible with the town) • Put The B&B by the river in Block C(tourist attraction). • Put the fine dining multi story space("Cosmopolitan Club"AKA Decathlon Club)facing the river block A,B or C. • Add a new multi story community center down town. • Restore existing downtown structures to original circa 1920-1930's architecture • Add lofts/apartments on existing third/fourth story buildings- 1920-1930's style architecture • Retain the lighted(multi use)dual path river walk/jog/bike/skate path. • Consider a restaurant attached to a micro brewery. (tourist attraction). • Multi-family housing structure is not appropriate down town. • Bring"Dunn Brothers"type coffee house/bookstore downtown. • Keep the Municipal Utilities company located down town. • Relocate the library to down town. • Bring the Post Office back to down town • Keep most of the current establishments(dry cleaners,mercantile,banks etc.)downtown but restore the space(s) to circa 1920's 30's architecture. • Get RID of the flag pole down town. Suggestions/Beliefs: • Retain and work with what is already here • Do not tear down the downtown • Do not build buildings that are not in character with the current downtown • Elk River has a proud heritage as one of the first river towns • Do not make downtown into a strip mall style downtown The depot has been gone for many years and what a shame it is. Because on that platform son and daughters returned home. The physical structure is gone and along with it the inspiration to remember the times and stories in and around that building. Memories that could spring to life in the mind as one drives by. Stories that are still being told as one points at bare ground. A sad thought that could include our downtown. I offer Europe. Buildings hundreds of years old and people saying, your Great great great great Grandfather worked in that building. How does one say that about bare ground. We in America support with passion conservation and Europe is the father of example. Now if you want to develop the river front I would like to suggest that the buildings along the river front could have TWO front doors. One on the Main Street and one facing the river with boardwalk/alleyway/mall way with electric trolley. The First Bank building can go and be replaced by whatever is appropriate for the river front. I am sure they won't 1 mind, because they are more than likely the instigator of this "revitalization. • y Money talks and Wal-Mart hurts but history speaks to the heart.
