Whitetail Ridge is a 39 acre clustered subdivision. The subdivision includes 18 single family lots, 21 acres of open space and a community septic system. Polk Street will be extended through the site from the current cul de sac at the south end of the project to 203rd Avenue on the north at the north end of the site. The Council granted preliminary plat approval for this project on April 17, 2000. The lots range in size from .64 acres to 1 acre. Most of the lots are between .75 acre and I acre in size. The final plat is consistent with the approved preliminary plat. The City Engineer addresses the grading, drainage, utilities and wetland issues in his memo. Recommendation Provided the applicant addresses the wetland issues outlined in the City Engineer's memo, it is recommended the City Council approve Resolution No. 00 granting final plat approval with the following conditions: 1. A DEVELOPERS AGREEMENT OUTLINING THE TERMS AND CONDITIONS OF THE PLAT APPROVAL AND INSTALLATION OF IMPROVEMENTS BE PREPARED AND EXECUTED PRIOR TO RELEASING THE PLAT FOR RECORDING. 2. ALL COMMENTS OF THE CITY ENGINEER SHALL BE ADDRESSED. 3. A HOMEOWNERS ASSOCIATION DOCUMENT BE PREPARED SUBJECT TO THE CITY ATTORNEY'S REVIEW AND APPROVAL PRIOR TO FINAL PLAT. 4. STREET LIGHTS BE INSTALLED AS REQUIRED BY ELK RIVER UTILITIES 5. A LETTER OF CREDIT BE PROVIDED TO THE CITY IN THE AMOUNT OF 100% OF THE COSTS OF THE PUBLIC IMPROVEMENTS. 6. UPON COMPLETING ALL OF THE IMPROVEMENTS AND HAVING THEM ACCEPTED BY THE CITY, A WARRANTY BOND IN THE AMOUNT OF 25% OF THE IMPROVEMENT COSTS SHALL BE SUBMITTED TO THE CITY FOR THE PERIOD OF ONE YEAR. 7. Box 490 Elk River, MN 55330-1900 RE: WHITETAIL RIDGE FINAL GRADING PLAN Dear Mr. Hadicker: As requested, we have reviewed the Whitetail Ridge final grading plan. Based upon our review, we would offer the following comments: In the northwest corner of the plat, the proposed read cuts across a narrow wetland. There will be some filling required. It appears that there will be an attempt to minimize the filling of the wetland. As of the date of this letter, the Developer nor his engineer have had any discussions with Steve Rohlf relative to wetland issues. A meeting has been scheduled for Monday, May 15, at which time this wetland filling will be discussed. Pending the outcome of that meeting, it may be the recommendation to table action on the final plat of Whitetail Ridge until the wetland process can be completed. This has always been the policy of City staff that plats must complete the wetland process pdor to the final plat being considered by the City Council. This wetland complex in the northwest part of the plat that is being filled appears to flow from west to east. It is unclear from the topography off of the plat site how large the tributary area is west of Whitetail Ridge. The size of the tributary area of this wetland flow needs to be determined and, if appropriate, a culvert placed underneath the road to continue the flow from west to east. Also, one of the sedimentation ponds is proposed to be constructed at the east end of this wetland complex. Will this proposed sedimentation pond impede the natural flow of the wetland complex? Finally, drainage and utility easements need to be provided around all of the wetland areas within the plat. Thus far, we have seen soil bodngs for the on-site sewage treatment area, but have seen no preliminary design. This will also be a topic of discussion at Monday's meeting with the Developer. A condition of the final plat should be that the on-site sewage treatment facility needs to be designed, reviewed, and approved pdor to the City signing the final plat. It also appears from the contours that there is some natural drainage that flows from Lots 2, 3, and 4, Block 1, along the rear of the lots onto the sewage treatment area. We will be interested in seeing how the Developer's engineer proposes to deal with this issue. This will make grading of the lots critical to ensure that water runs around the home sites from the front to the rear. On the lot line between Lots 6 and 7, Block 2, and Lot 7 and the pathway, there is a berm that is proposed to be constructed along the lot line. This is necessary to prohibit water from one lot flowing onto the other lot toward the front of the homes. It will be critical that these berms be constructed propedy and maintained. It may be necessary for the plat to provide a slightly larger easement along these lot lines to ensure the integrity of these berms on into the future. There is a sedimentation pond proposed to be constructed in the south area of the plat behind Lot 1, Block 2. Since this is a facility that may need City maintenance from time to time, the access located south of Lot 1, Block 2, to the common area should be graded such that a vehicle can access the sedimentation pond. 5. It appears that the 952 and 954 contours have been omitted around the existing house on Lot 5, Block 2. A slightly larger rear lot drainage and utility easement should be provided along the rear of Lots 3 and 4, Block 1, to accommodate the proposed drainage from Lots 2, 3, and 4 flowing to the north. Aisc, the 940 contour needs to be pulled slightly back into the plat to ensure that the drainage remains on the plat property. If you have any questions regarding these comments, please call.
