Location 10383 165th Avenue Zoning/Land Use Rla (Single Family Residential) / LR (Low Density Residential and LI (Light Industrial) Attachments · Location map · Site plan · Building elevations and floor plans · Copy of CU 99-05 Overview Background The Cargill Animal Nutrition Center (ANC)was established in 1958. Cargill currently owns about 980 acres of land around the farm complex. The ANC is used by Cargill to research animal nutrition including swine, dairy and beef research as well as feed ingredient preservation, In 1995 the City approved a 13065 Orono Parkway · P.O. The conditional use permit allowed Cargill to upgrade their swine research facilities. This request is to amend the conditional use permit for the feedlot to allow the construction of a building consisting of 9,216 square feet of cold storage and insulated shop space, and 2,176 square feet of office/employee break space. Analysis Building Design Cargill is proposing to demolish 2 existing storage buildings totaling 12,630 square feet and replace them with a new 11,392 square foot L-shaped building. The shop/storage portion will be 144 feet long and 64 feet wide and the office/employee break area will be 64 feet long and 34 feet wide. The office/break area will include office space, a lunchroom, a changing room and restrooms. This new building will be located in the same area as the two buildings that were demolished. The building will be located near the front of their facility along 165th Avenue. The building will be constructed of colored steel to match the other buildings. Access and Parking A 16 stall parking area adjacent to the building is proposed. No new access drives are proposed. The building will be accessed via existing driveways from 165th Street. Landscaping Included as a condition of the 1995 conditional use permit was a vague landscaping requirement which reads, "That trees be planted along 165th Avenue near the security fence to act as a visual enhancement to the farm site." No trees are shown on the site plan. Existing landscaping includes 19 pines trees, about 2 - 3 feet tall, planted along 165th Avenue. There are also 5 overstory trees. The facility has about 800 feet of frontage on 165th Avenue. Additional landscaping should be included as part of this amendment. The plantings should be similar to what was planted on the west side of the adjacent caretakers residence. The applicant should work with staff on a landscape plan that provides additional trees along 165th Avenue. There was a brief discussion on parking then the Commission voted to recommend approval of the proposed amendment. Recommendation The Planning Commission and staff recommend the Council approve this proposed amendment to conditional use permit number CU 95-05 with the following condition: 1. A landscape plan approved by staff that provides additional trees along 165th Avenue. The facility as proposed would replace 3 existing buildings that were built in 1958, and address all of these concerns. Total square feet would be 11,382 with a 64'x124' 5hop (with equipment storage and maintenance c~pabilities), and a 34'x64' Break Room and Maintenance Office. Business $1~ateqies add/~.~sed by fhe p~oject: The goal of the ANC is to lead the industry by capturing key technologies and developing them into innovative solutions that provide competitive advantages to Cargill and allow customers to enhance animal performance and profitability. The General department supports all of the research departments on the ANC. The limited capabilities supported by the current shop facility greatly reduce the functional capabilities of the General department, hue to the large size of the equipment needed for crop n~negement, nutrient management, and general farm maintenance, a large area is needed to house and maintain this equipment. Tn short, achievement of ANCs business objectives is dependent on consistent, efficient, and timely support from the General department. One of our key drivers is that of Operational Excellence, which largely depends on employee satisfaction and engagement. Our current break room facilities are very old, cramped, and ergonomic~lly disheartening. Basis our most recent employee survey, upgrading employee break room facilities would have the single most significant impact on employee satisfaction. Clearly, employee satisfaction is necessary to promote employee engagement. Our hourly employees are responsible for data collection, feeding, and c~re for our test animals and therefore have a major impact on the success of any and all research projects conducted at the ANC. A related key driver is that of Employee ~-ow~h. Employee satisfaction has a direct impact on an employee's willingness to respond to the continuous improvement challenges that permeate Cargill culture. Updated break room facilities would allow for an alternative training location other than our Conference room in the main office. The existing conference room continues to be aggressively scheduled for tours, joint venture meetings, and marketing meetings. A clean, bright, and generally pleasant atmosphere is clearly conducive to learning. CanTill Syne~ies As mentioned in the previous paragraph, the ANC plays a key role in introducing the Animal Nutrition bivision (ANb) through tours, meetings, and informational forums. With the advent of several joint ventures, growth of the AND, and addition of new roles for the ANC, our limited meeting facilities for large groups is becoming a significant scheduling challenge. The larger, modern break room would help alleviate the need of ANC staff to use the existing room for on site training for our hourly employees. Staffi~l P/an No changes in staffing are associated with this project. 03/23/00 10:07 AM Shop commitment ~ Regulat?y concerns ~ere is an i~pection conducted by the Ci~ of Elk River Fire Inspector that has cited several deficiencies needing rectification. Construction of this new facili~ would address all of the open items from this inspection. Most of the buildings built pre 1980's hove o 4% Chm/sotile Tronsite board used in their construction. Our three buildings to be demolished all have some content of this transite, board containing asbestos. While the transite board is not friable it is in our best interest to take the opportunity to remove it. :> Safe~. conceens Two of the buildings proposed for removal have open pits that have been cove~ed using a variety of methods. Access is restricted, but there are still requirements that necessitate entrance to these buildings. Other conditions that are issues in the three buildings and would be addressed by the removal: ~' Older electrical wiring ~' Poor lighting ~' Gas pipe run throughout ;> ~j~/oyce 5at/.efact/on lEnto_clement As outlined in the 5trategies section, this project would address one of the major issues brought up in the employee survey. Also, as mentioned in the Strategies section, this project would alleviate a great deal of the scheduling challenge posed by meetings, training, and tour events. /vfa/ntenance and/Ippearance The. overall appearance of the ANC is that of an aging facility, which viewed in realistic terms it is. Our presentation to both the public and our visitors (both internal and external customer tour groups) can be much improved by removal of the 3 existing buildings and addition of the new facility. Maintenance is a constant challenge due to the age of the existing buildings. 5oma of the repetitive and urgent issues are: ,' Aging support structures ~' Outside wall integrity (holes, tears, peeling) v' Roof integrity (patching holes) Community Our appearance to the general public reflects our commitment to being a good corporate citizen. We intend to operate in such a manner that we are seen as a community membe~ in good standing. I~emoval of the three buildings would greatly enhance our 'curb appeal".
