Appointment of Lead Operator
Austin Whitford has been with the Elk River Wastewater Department for
almost 13 years. He has a good working knowledge of the treatment plant and
collection system. I would like to recommend Austin to be moved up to the
lead operator position, which has been vacant since September of 1999. Austin
has been doing the duties of the lead operator for the past several months. He
would move up to pay grade 10, step E to $19.03 per hour. I request that the
new pay would start on May 6, 2000.
I concur with Gary's recommendation to move Austin Whitford to the lead
operator position. Now that the department is back to full strength, Gary will
be taking on more of the administrative responsibilities that have been
somewhat "left in limbo" due to the enormous amount of work that had to be
handled by the two and three man work crew. Additionally, now that the
department is back to full strength, Gary will be completing the time spent
profile and, as indicated last October, his title, point ranking, and wagesr.~ will.
be evaluated and recommendations on any necessary changes will be "/v]'

Recommendation
It is recommended that Austin Whitford be moved to the lead operator position
effective May 6, 2000, at pay grade 10, step E.
