SUBJECT: Request to Attend National Conferences
The city administrator and finance director are requesting approval to attend
their respective national conferences. Funds for both of these conferences
were included in the administration and finance budgets.
The International City Managers Association conference will be held in
Cincinnati in September. The city administrator is not sure he will attend,
but would like approval in case he does. The Government Finance Officers
Association of the United States and Canada will hold its annual conference
in Chicago in June. I originally had not planned to attend this conference;
however, there are many GASB 34 sessions that would be beneficial as we
begin implementation of GASB 34.
Action Requested
The City Council is asked to approve national conference attendance for the
city administrator and finance director.

Subject: Dance at the Arena,
I have recta promoter to hold a dance on Friday, June 23~ at the
Arena from 9:00pm - 6:00am. ~The name of the promoter is "My Family" which is based
out of the T,~n Cities. They oarry a $500,000.00 liability insurance policy and would
provide 10 - 12 s-e'curitypeople. I haVe also talked with Tom Zerwas, Elk River Chief of
Police, regarding having Officers at the dance. Tom suggested that four Officers be at the
dance, and that he would be able to accommodate this with enough notice. Cliff
Skogstad, Elk River Building Official, has indicated to me that the Barn (the old part of
the b:.-ilding) could accommodate a crowd of 1,500 participants.'
The promoter himself is relatively new. Wak-ota Arena, located in South St. Paul, has had
four dances with this promoter, they have experienced minimal problems and are planning
on having them back. The biggest problem that I see for our Arena is the noise level. We
would need to constantly monitor the noise level outside to make sure our neighbors are
not effected by it. If the noise level could not be controlled the dance would then be shut
down. I have told the promoter that this could be a possibility and that he should visit the
Arena to see if it is feasible for him to hold the dance at the Arena. He is receptive to this
idea, and is planing on visiting the Arena in the near future.
The ages that attend these types of dances ranges from 17 -'24 years of age and are not
allowed to reenter once they leave the event. The Erg.River Officers would check
everyone for alcohol, drugs, and weapons as they enter the Arena. Il'any of the above
were found, they would not be allowed in and charges could possibly be pressed.
I have been told that the music that is played is called Technical or House Music, which
does not have a lot of lyrics and is some what of a Rap / Hip - Hop (Disco) combination.
From what I understand from the promoter and other rink managers that have held these
types of events, a minimum amount ofmoshing does occur, however for the most part
participants usually dance in pairs or small groups.
The Arena rental is $1800100 plus expenses (expenses would include Officers, staff, and
clean up). We would require a $500.00 deposit before the dance that would not be
refunded if the promoter cancelled the dance. During the dance, this $500.00 would be
used as a damage deposit that would be refunded at the end of the dance if there is no
damage to the Arena and the Arena grounds. A certified check for the rental fee would be
due the day of the dance and expenses would be paid immediately following the dance.
If there are no objections, I will plan on scheduling the dance on June 23rd. I will be at the
council meeting to answer any questions.
