Accept,by motion, the proposal from Hoisington Koegler Group,Inc. to update the city park dedication
ordinance and fee calculation.
Background/Discussion
HKGi has prepared a proposal to assist the City of Elk River in updating its park dedication ordinance.
This proposal is a follow up to the recently completed Parks and Recreation Master Plan and reflects the
discussion with City Council at the June 15, 2015,worksession.
This updating process will be to review the city's park dedication policies in the context of Minnesota
Statutes while capturing the amount of funding that is appropriate to support the implementation of the
community's vision. This work includes meetings with city staff, the Parks and Recreation Commission
and City Council.
Financial Impact
The proposed cost to perform this work is $7,000 and will be funded out of the Park Dedication Fund.
Staff discussed with our auditor and this would be an eligible expenditure.

Dear Michael,
HKGi has prepared the following proposal to assist the City of Elk River in updating its park
dedication ordinance. This project is a follow up to the recently completed Parks and Recreation
Master Plan and reflects the discussion with the City Council at their June 15th Work Session.
The purpose of the update process will be to review the City's park dedication policies in the
context of Minnesota Statutes while capturing the amount of funding that is appropriate to
support the implementation of the community's vision.
Updating the City's park dedication ordinance will involve the following tasks:
• Identification of park dedication ordinance options for consideration. This will include
exploration of land dedication and cash dedication rates for residential, commercial, and
industrial land uses.
• Development of up to five case studies evaluating the impact of selected park dedication
approaches. These case studies will use information available from the City of Elk River
and Sherburne County. Any appraisals (if deemed necessary) for the evaluation will need
to be secured under a separate contract by the City of Elk River.
• Two meetings with City Staff to explore approaches and make a recommendation.
• Preparation of the ordinance of recommended changes.
• Preparation of meeting materials and attendance at one City Council Work Session, a Parks
Commission Meeting, a Planning Commission Meeting, and a City Council Meeting.
HKGi proposes to complete the above described scope of services for a fee of$7,000.00. We are
available to start work on the project within 14 working days, and anticipate that the
development of the recommended ordinance amendment can be completed in 60 days as long as
no appraisals are deemed necessary for evaluation purposes. Please feel free to contact me with
