HRSR 03-25-2002 Item # 6 city of Elk River MEMORANDUM TO: Housing & Redevelopment Authority FROM: Heidi Hall, Economic Development Assistant DATE: March 25, 2002 SUBJECT: Downtown Revitalization Project Update Attachments • List of Developers • "Reinvesting: A Sound Strategy For Growth," Metropolitan Council Newsletter, March/April 2002 Background In February 2002, the HRA revisited the design objectives, concepts, and development strategies in regard to the Downtown Riverfront Revitalization Project. A joint meeting was held between the HRA and City Council to confirm that both governing bodies have a mutual understanding of current redevelopment efforts within the downtown. The current phase of the City's redevelopment process was to send out Requests for Proposals. Request for Proposals Requests for Proposals, or RFPs, were sent to approximately 98 developers on March 8, 2002. The list of 98 developers was composed of local developers, a list provided by Ehlers & Associates, and by request. The following items were included in the Request for Proposal packets: • Elk River Market Study Executive Summary (prepared by Maxfield Research, Inc.) • Elk River Housing Study Executive Summary (prepared by the Central MN • Housing Partnership) • Traffic Counts Downtown Revitalization Project Update • Concept Drawings and Narrative • Disk with Downtown Map • Map with Property Identification Numbers and Dimensions • Downtown Zoning Information (Including Wild & Scenic District Requirements) • Summary of Public Comments • Forecast for Historic Context Study The purpose of the RFP process is for the City to contact qualified developers to discuss the City's redevelopment concept(s) and program, which in turn will identify developers for the qualification process. The HRA will chose developers to interview based on the qualification process. The following is an approximate timeline of the Request for Proposal process: Send out Request for Proposals (RFPs) March 8, 2002 (Completed) Developer Pre-Proposal Meeting April 2, 2002 (Lions Park Center, 10:00am) Proposals Due May 3, 2002 Proposal Review May 2002 Individual Developer Meetings May/June 2002 SHRA Chooses Developer(s) to Interview Late June 2002 Communication Efforts City staff completed the following communication efforts in February of 2002 regarding the Downtow0n Riverfront Revitalization Project: • Q & A Newsletter Distribution Star News, River's Edge Downtown Business Association Members, Chamber of Commerce, Elk River Municipal Utilities, City Hall, and the Open House • Open House on February 12, 2002 (Purpose to Gather Public Feedback) Advertised On ERtV Channel 12, front page of Star News on January 29, 2002, February Chamber of Commerce newsletter, flyers to the Elk River Rotary Club and River's Edge members • River's Edge Downtown Business Association Meeting on February 13, 2002 • • Interview with Star News for February article featuring Downtown Riverfront Revitalization Project Downtown Revitalization Project Update A follow up Q & A will be distributed in late March or early April, which will include the public feedback that was gathered at the February Open House. The same measures will be used to distribute the follow up Q & A as were used in February.
