The original position was last updated in 2006. The park maintenance supervisor position was developed when park maintenance activities were removed from the Street Department. At that time,relevant job responsibilities,requirements, training/education, and accountability placed the position in Pay Grade 9 per the City Compensation and Classification Plan. Upon review of the position, essential functions assign a value similar to the Street Superintendent,which is in Pay Grade 13. The updated functions place the position in Pay Grade 11. For consistency, staff recommends approving the grade change and the title to Park Maintenance Superintendent. Financial Impact Per city policy,we expect to fill the position at Step A of Pay Grade 11,which is less than the incumbent earned at the top step of the former pay grade. There will be no budget impact for 2015 or 2016. If the recruitment process goes as expected, the new hire would be eligible for a step increase to Step B on July 1, 2016,which,is also below the top step of Pay Grade 9. Directs and coordinates park maintenance and development projects and programs. Participates in park design and development. Essential Functions 1. Manages administrative activities. A. Develops and recommends division goals, policies, programs and procedures in cooperation with the Parks and Recreation Director. B. Assists in the development of department policies and procedures. C. Selects vendors and contractors for park maintenance; manages and maintains relationships with vendors and contractors. D. Completes required inspections and reports and maintains records. E. Prepares park division budget for approval by Parks and Recreation Director. F. Monitors park maintenance expenditures. G. Receives and responds to inquiries and complaints from the public regarding parks and related issues. 2. Supervises park maintenance activities. A. Supervises the installation, construction, and maintenance of beaches,grounds, trails, recreational and athletic facilities, and other park facilities,parking lots, and equipment. B. Supervises landscape/grounds care. C. Prepares and recommends design, specifications, and alternatives. D. Reviews plans submitted by others;inspects and approves landscape construction. E. Supervises cutting and trimming of trees and brush. F. Works with administration and recreation staff on park reservations, special events, and related issues. 3. Performs supervision activities. A. Assists with park maintenance division employee selection process and hires seasonal staff. B. Delegates workload and assigns division projects and tasks. Page 1 C. Performs timely annual performance reviews of all employees supervised. D. Develops and manages employee performance and implements improvement plans as needed. E. Required Knowledge, Skills, and Abilities ❑ Knowledge of principles,practices, and techniques in the construction,maintenance, and repair of parks,playfields, trails,beaches, and grounds. ❑ Knowledge of turf maintenance,horticulture, and forestry. ❑ Skill to effectively communicate orally and in writing. ❑ Ability to lift heavy objects,walk and stand for long periods, and to perform strenuous physical labor under adverse environmental conditions. ❑ Ability to operate heavy and light motorized park maintenance equipment. ❑ Ability to perform light mechanical repair and welding. ❑ Ability to effectively supervise, direct, and motivate employees. ❑ Ability to delegate work to subordinates. ❑ Ability to lift 50 pounds. Minimum Qualifications ❑ Two-year degree in park management,landscape construction and design,natural resources, or related field. ❑ Five years of experience in park or grounds maintenance including operating heavy and light equipment. ❑ Three years of supervisory experience. ❑ Herbicide applicator's license or ability to obtain within 6 months. ❑ Certified Playground Safety Inspector (CPSI) certification or ability to obtain within 2 years. ❑ Demonstrated project management experience. ❑ Demonstrated employee management and development experience. ❑ Valid driver's license and good driving record. ❑ Class B Commercial Driver's License or ability to obtain within 6 months. Preferred Qualifications ❑ Experience in horticulture, arboriculture or landscape architecture. ❑ Horticulture, arboriculture, or forestry degree or certification. ❑ Four year degree in related field.
