Background/Discussion
At the June 1, 2015, meeting Councilmember Wagner asked for staff to review two separate traffic related
concerns east of TH 169.
Main Street and Line Avenue Intersection—request to look at installing a right turn lane for southbound
Line Avenue approaching Main Street. The layout of this intersection has previously been reviewed for
operational efficiencies. There is no ability to shift lanes or make changes within the existing roadway
that would provide congestion relief. The capacity and operation of this intersection is directly affected
by the Main Street and TH169 intersection. Adding a right turn lane by moving the west curb line and
signal pole would provide very limited improvements to the flow or capacity of the intersection.
Contributing to the existing condition is the decision that was made in 2000 allowing the connection of
Line Avenue with CSAR 13 to be made at an additional cost of$60,000 at that time. Staff recommended
to cul-de-sac Line Avenue so CSAR 13 traffic could not"cut through" on Line Avenue. It is this "cut
through" traffic that is creating the heavy amount of right turns to be made. The cut through traffic also
inhibits northbound Zane movements westerly. Motorists complain about the light changing before all
of the traffic has cleared. The staff report and minutes from that meeting are attached.
In 2010 a geometric study was completed to look in closer detail to what ultimate improvements should
be made to handle the traffic in this area. The attached figure shows the proposed street layout
recommended with this study.
Staff is looking for direction on how the Council would like to proceed. Options are as follows:
■ Maintain our current path seeking operational efficiencies at this intersection through installation
of adaptive signal controls (pending funding by MnDOT for the system on TH169).
■ Study options of installing a cul-de-sac on Line Avenue.
■ Complete a preliminary engineering report further detailing finite costs,right-of-way impacts and
property acquisitions necessary to complete ultimate improvements recommended in the 2010
study for this area.
■ Get bids to move curb line, storm sewer and signal pole to construct a right turn lane (estimated
around $75,000).

Twin Lakes Road (CSAR 13) and Trott Brook Parkway—request to add bypass lane for protecting left
turning vehicles. Staff has reviewed the layout and accident history of the intersection. The layout
currently provides a right turn lane for northbound CSAR 13 traffic turning right on Trott Brook
Parkway. This turn lane was added when Trott Brook Parkway was installed.
In 2008, there was a serious accident at this intersection that involved a motorcycle rear-ending a left
turning vehicle. From a safety perspective,it is not recommended to convert the existing right turn lane
to a combined turn/bypass lane. A safer solution would be to add a protected left turn lane for CSAR 13
traffic in both the north and south directions. This would require widening of CSAR 13 to
accommodate the new lanes.
In review with the County Engineer, this improvement may be eligible for Highway Safety Improvement
Program (HSIP) funding. Upon council direction, staff will continue to work with the county on
submittal of this project for future annual HSIP solicitations. There will likely be a local funding match
associated with the project but that amount would not be determined until the project is fully scoped and
possible HSIP and County contributions are known.

Dear Council Members:
As requested, I have put together some of the history regarding the decision to cul-de-
sac old CSAH 13 once the new Tyler Street alignment is open and connected to CSAH
12. The origins of this decision making process go back over two years and include
many variables.
First, we considered the traffic study prepared for Elk River Crossing, the plat which will
contain Home Depot and Walmart. The traffic projections for that development estimate
that there will be 17,400 vehicles per day entering and exiting the site at the Main
Street/CSAH 12 intersection with CSAH 13. This led City staff to conclude that it was
important to keep as much traffic away from the Main Street/Trunk Highway (TH) 169 as
possible. Essentially, if we get traffic that does not need to be in this area to bypass it,
we would improve the operation of the intersection since there would be a substantial
amount of new traffic that wants to be in this area because of the commercial/industrial
opportunities.
Second of all, through the design and layout process, the consideration was that traffic
even wanting to access TH 169 via Main Street would be better off entering onto Main
Street/CSAH 12 at a point much further to the east. The reason for this consideration is
because once the traffic is on CSAH 12/Main Street headed westerly toward TH 169
they would have a longer period of time to make their decisions relative to which lanes
they need to be in at the intersection of TH 169. An analysis of the movements from
westbound Main Street at TH 169 indicated that the smallest movement was a right turn
to northbound TH 169. The left turn to southbound TH 169 and the through movement
to westbound Main Street were substantially higher than the right turn to northbound TH
169.

Another variable in this whole decision making process was the thought that the County
should take over at least a portion of the new Tyler Street construction. At one point in
time, the thought was that the entire new roadway from TH 10 at 171 st all the way up to
the tie-in point with the existing CSAH 13 should be put on the County State Aid
Highway system. This thought was based on the amount of traffic the road was
expected to carry once development occurred along its corridor. The twenty-year
projection for Tyler Street traffic is approximately twenty thousand vehicle trips per day.
Obviously, this would be one of the busiest—if not the busiest—City streets and would
be substantially more highly traveled than some of the County roads within the City. As
we pursued the potential turnback to the County further, it became obvious that
Sherburne County would not be able to take the entire stretch of Tyler Street because of
limitations put on by their State Aid system. However, we were able to negotiate an
exchange of the new Tyler Street north of CSAH 12 for a turnback to the City of the old
CSAH 13 alignment from CSAH 12 north to the intersection where Tyler Street meets
CSAH 13. This negotiation was concluded with resolutions passed by both the County
Board and the City Council requesting State Aid designations on the portions of
roadway they would take back from the other party.
With this turnback of roads accomplished on paper, the City was then free to begin the
planning process for dealing with the turnback CSAH 13. At this point, City staff began
to look at the traffic patterns and potential long-term land uses in this old CSAH 13
corridor. The City planning staff at that time felt that the area would redevelop over time
as a commercial area closest to CSAH 12 and more of an industrial area further
removed from CSAH 12. With these types of uses, transportation connections to TH
169 were important; however, staff still felt it was extremely important to not allow traffic
from North CSAH 12 to shortcut through this area. This drove the decision to break the
road or cul-de-sac it north of 5th Street. If a cul-de-sac were constructed between 5th
Street and CSAH 12, there would be a shortcut in place leading through the old liquor
store parking lot. This shortcut would be very detrimental to the operation of the
intersection of Main Street and TH 169 because of the additional conflicts it would
interject into a left and right turn lane situation.
One of the other issues that was considered in this decision making process was
emergency vehicle access or the increased trip time for these vehicles. Essentially, the
trip along Main Street and north on CSAH 13 was increased by approximately one-half
mile. Discussions were held with Bruce West, Fire Chief, and Tom Zerwas, Police
Chief, relative to the trip times for emergency vehicles. Bruce was most interested in
what was being proposed because his trips are typically originating at a set point—that
being the Fire Station. The Police Chief was less concerned with the changes because
his trips can originate from anywhere in the City, and arguably, some trips would be
longer with the new roadway configuration while others would be shorter.

Bruce West felt that the increased travel time for an emergency vehicle with this new
alignment and proposed cul-de-sac on CSAH 13 would be less than a minute. It should
also be noted that the intersection of Main Street with old CSAH 13 is planned to be
signalized immediately since this is the main entrance to the Elk River Crossing area.
With the new signalization, emergency vehicle preemption will be installed. This should
make the emergency trips through this area safer. It is anticipated that in the future the
intersection of CSAH 12 with Tyler Street would need to be signalized at which time
emergency vehicle preemption would also be installed at this location.
Some additional variables that were considered--although somewhat minor to the whole
decision making process--included the fact that, by connecting existing CSAH 13 to
Tyler Street, drivers headed for TH 10 would be trained not to access the intersection of
Main Street and TH 169, but instead to follow Tyler Street to the south and access TH
10 at 171St for a trip eastbound on TH 10 to Anoka. Thus, removing vehicle trips from
the intersection of Main Street and TH 169. The other consideration was that, as the
area north of CSAH 12 on the old CSAH 13 alignment redeveloped, there would be
more conflicting movements in this area for traffic on CSAH 13 to deal with if a cul-de-
sac was not constructed. As an example, Mulvaney Point Development, just north of
CSAH 12 on CSAH 13 is planned to contain the new post office plus four additional lots.
You can imagine the number of trips in and out of this area which would be added just
by the post office at certain times of the day or days of the week. Likewise, connecting
old CSAH 13 to Tyler Street would add another access point on Tyler Street that would
need a median break. This median break would add another potential conflict point as
vehicles attempt to make a turn across four lanes of traffic.
The one trip that will be most negatively impacted would be a southbound trip on CSAH
13 headed for the businesses along Dodge Avenue in Barrington Place. This is a strip
which contains McDonald's and Kentucky Fried Chicken. This negativity was
considered by staff, but we felt that it was a small price to pay for trying to improve the
traffic situation for significantly more trips in the Main Street/TH 169 area. The one
negative impact if the City Council were to not cul-de-sac CSAH 13 but direct that at the
tie into the new Tyler Street alignment would be that it would preclude George
Deschenes from building a new facility to house his business near the location of his
existing home. Currently, there will be an area of 0.85 acres of buildable land available
for Mr. Deschenes for constructing a new building. Mr. Deschenes has already
received a variance from the Planning Commission to construct a building in this
location. It should be noted that negotiations with the City over the acquisition of this
land to construct this building are not complete at this point in time.

One final consideration is the cost of such a change to the construction. We have
estimated using Latour Construction bid prices that the added cost to connect old CSAH
13 to Tyler Street would be approximately $60,000.
In conclusion, the construction of a cul-de-sac on CSAH 13 will increase the length of
the trip on southbound CSAH 13 to westbound CSAH 12 by approximately a half a mile.
Given this small inconvenience to these trips created by a cul-de-sac and given the
additional conflicts and confusion at the intersection of Main Street and TH 169 if old
CSAH 13 is connected to Tyler Street, I would strongly recommend that the plan to cul-
de-sac CSAR 13 remain in place. I will be in attendance at your meeting on June 26,
2000, and prepared to make a brief presentation on these various issues and then
answer any questions the City Council or Public may have.

4.1. Review Proposal for Brookstone Development Inc. Fees
City Administrator Pat Klaers stated that, as directed by council, he and Finance
Director Lori Johnson met with Rick Martens of Brookstone Development Inc.
regarding Brookstone's financial obligations for the business park project. Mr.
Klaers indicated that Brookstone Development Inc. was not provided information
regarding the new park dedication fees in a timely manner. Mr. Klaers discussed
a compromise that Brookstone Development Inc. and the city might be able to
agree upon. Mr. Klaers listed the following recommendations to council:
o the entire $28,000 surface water management fee be paid at the time
of platting.
o $32,000(1/2 of the $64,000) in park dedication fees be paid beginning
with the development of the second lot and that the fee be pro-rated
and paid when building permits are issued.
o the city transfer $32,000 from its general fund cash balance to the
parks capital project reserve.
Councilmembers Farber and Thompson commented that the park dedication
fee amount would be a good compromise, but did not believe that $32,000
should be transferred from the general fund at this time. Councilmembers Farber
and Thompson suggested that the Park and Recreation Commission return to the
City Council at a later date with a project for those funds,
Mayor Klinzing indicated that she opposed any sort of compromise regarding the
park dedication fees, Mayor Klinzing stated that she would like to see the entire
amount of fees ($64,000)collected over time and that Brookstone Development
Inc. could pass this expense on to their customers as a cost of doing business.
Mayor Klinzing stated that she is opposed to any money being transferred from
the general fund at the taxpayer's expense.
Councilmember Motin stated that the park dedication fee compromise of
$32,000 was too much and the developer should pay at least $48,000 of the
$64,000 owed in park dedication fees. Councilmember Motin stated that
transferring the remaining $16,000 fee would not make a difference to the parks
capital project reserve.
COUNCILMEMBER FARBER MOVED THAT THE $28,000 IN SURFACE WATER
MANAGEMENT FEE BE PAID AT THE TIME OF PLATTING AND THAT$32,000 IN PARK

4.2. Consider Western Area Phase IV Amended Feasibility Report
City Engineer Terry Maurer discussed changes to the Feasibility Report for the
Western Area Phase IV Improvements. Mr. Maurer stated that the revised
Feasibility Study removes the water main looping and street construction on 185th
Avenue north of Highway 10, and adds the westerly extension of trunk sanitary
sewer and water from the southwest corner of the Sherburne County Government
Center through the Hoyt Partners property to Waco Street. Mr. Maurer noted that
the changes in the proposed improvements result in an increased total project
cost to $2,677,500.
Mayor Klinzing suggested that the residential sections of the Western Area Phase
IV project be delayed until city growth problems, such as the school population
and traffic issues, could be resolved.
COUNCILMEMBER FARBER MOVED TO ADOPT RESOLUTION 00-47 RECEIVING THE
FEASIBILITY REPORT AND ORDERING A PUBLIC HEARING ON THE IMPROVEMENT IN

4.3. East Elk River Project Update
4.3a. County Road 13 Proiect Update
City Engineer Terry Maurer discussed reasons why the city decided to cul-
de-sac old CSAH 13 once the new Tyler Street alignment is open and
connected to CSAH 12.
Mayor Klinzing and Councilmember Motin suggested waiting to cul-de-
sac old CSAH 13 because there is not enough good east/west access for
residents on the east side of town. Councilmember Motin suggested that
the city wait on the cul-de-sac until 1931d is constructed and/or until there
are traffic issues at the intersection of old CSAH 13 and CSAH 12,
Councilmember Thompson indicated that not putting in the cul-de-sac on
CSAH 13 would create safety concerns.

MAYOR KLINZING MOVED TO DELAY THE CLOSING OF THE CURRENT
ALIGNMENT OF SOUTH CSAH 13 AS A THROUGH STREET. COUNCILMEMBER
MOTIN SECONDED THE MOTION. THE MOTION CARRIED 3-2.
Councilmembers Dietz and Thompson opposed.
Brad Larson, representing George Deschenes, indicated his concern with
this action as it eliminates a lot to possibly relocate the Deschene
businesses.
4.3b. 1751h Avenue
City Engineer Terry Maurer informed the council that Sherburne County
would be upgrading CSAH 12 in calendar year 2000 and may not be
finished by the time the city wants to begin upgrading 175th Avenue
between Tyler Street and Fillmore Street. Mr. Maurer proposed that the
175th Avenue improvements be delayed until the 2002 construction season
so that both construction projects were not happening at the same time.
Mr. Maurer stated that the TEA 21 grant for the 175th Avenue
improvements could most likely be pushed back to 2002.
Mayor Klinzing indicated that she is not opposed to this delay because
she objects to the possibility of including sewer and water in this project.
Mayor Klinzing stated that sewer and water shouldn't be extended down
175th Avenue as it could create more urban density residential
development.
Councilmember Motin indicated that carrying this road construction
project into another year would be frustrating to citizens that use both
CSAH 12 and 175th Avenue.
Councilmember Farber suggested Mr. Maurer contact Sherburne County
to determine if better coordination and project management can be
reached between the county and the city.
The City Council directed staff to do more research with the county and
the state, and then come back to council with an update.
4.3c. General - Proposal for Sale and Removal of House and Shed
City Administrator Pat Klaers stated that bids were accepted for the sale
and removal of a house and a shed located at 18513 Twin Lakes Road, Elk
River, Mr. Klaers stated that the purchaser would be responsible for
obtaining the necessary permits and for providing liability insurance.
Terry Maurer noted that some expenses would be incurred for demolition
of the well, septic, foundation and basement of the property after the
buildings were removed.

5. Open Mike
Dick Gruys, 22347 Monroe Street, Elk River, stated his concerns about the bear
population near his neighborhood.
Mr. Gruys also questioned whether the Planning Commission has ever considered
extending School Street through Elk Hills as a possible east/west access route for
residents living on the eastern side of the community.
6. Other Business
Fiber Optic Work in Right-of-Way
Mayor Klinzing stated that she had been receiving some complaints about work
being done by contractors working in the right-of-way. Mr. Maurer informed the
council that contractors doing work in the public right-of-way are required to get
permits from the building and zoning department and that Public Works
Superintendent Phil Hals is completing follow-up checks on contractors to make
sure they are completing the work as required.
Mayor Klinzing questioned why Northstar Access was placing black dirt and seed
in the public right of way rather than sod, Mr. Maurer indicated that sod would
die if it were a dry year, whereas seed may not grow right away if dry, but it
would eventually grow when it rains and this is consistent with the city ordinance.
Elk Creek Townhome Obligations
Councilmember Farber stated his concerns regarding developer Roger Derrick
not fulfilling his obligations with Elk Creek Townhomes. Councilmember Farber
stated that some of the landscaping around the townhomes is incomplete. City
Administrator Pat Klaers noted that the city still has $10,000 in funds available from
the developer, but that this may be a townhome association issue rather that an
issue for the developer.
The City Council directed staff to contact the townhome association and see if
any remedy can be reached on the landscaping issues.
Downtown Parking Lots
Councilmember Dietz noted that about a year ago the council made a motion
to prohibit the sale of cars in the downtown public parking lots and to ticket any
violators. Councilmember Dietz would like to see the $15 fee raised and signs
posted at the lots stating that vehicles will be towed at their own expense.
The City Council requested staff to consider some appropriate recommendations
to deter people from selling vehicles in the downtown parking lots.
