Recommend, by motion, approval of the ordinance amendments related to Extreme Commercial
Recreation (XCR).
Overview
With a creation of a new XCR zoning district (OA 15 -04) several terms related to the uses needed to be
defined and several sections of the ordinance need to be updated to address signage and
principal /accessory structures. Staff is recommending the updates as,shown on the attachments.
Planning Commission
The Planning Commission reviewed this application at their June 23, 2015 meeting. No concerns were
raised by the commission regarding the request. The public hearing was opened and continued to the
July 14, 2015 meeting.

Sec. 30 -1. - Definitions.
Off-road racing means a format of racing where various classes of specially modified
snowmobiles, cars trucks go- carts, and /or ATVs compete in races on dirt or snow tracks
which may include temporary storage of off road racing vehicles
Water sports facility means a facility where non - motorized water activities such as but not
limited to wake boards knee boards and water skis are powered by a secondary power
source.
Limited stay lodging means a building or structure where sleeping, and cooking and /or
sanitary facility accommodations are furnished to users for a period of no more than seven (7�
consecutive days
Parking, overflow event means temporary parking for a single event on any surface in non
designated parking areas that does not exceed 50% of the required parking for a business
Active use storage means an enclosed facility containing multiple individual units used for the
storage, maintenance and display of vehicles The facility may not be used for retail sales,
business operations, or ovemi ht stays.

11) Wall signs. Total wall sign area not to exceed 15 percent of facade area Wall signs
are permitted on any facade that is not directs adjacent to a residential zone
Businesses in multi- tenant facilities shall be allowed their proportionate share of
permitted wall sign area. For the purposes of this section a road shall constitute a
separation of zones.
(2) One freestanding sign, not to exceed 150 square feet with a maximum height of 30
feet. One freestanding sign may be permitted for every 1,000 feet of street frontage
measured along a single street. The frontage shall only include the nroperry in
which the principal use is located on, which the sign is advertising The additional
sign(s) shall be subject to the size and height limitations of the first allowed
freestanding or monument sign and may be placed no closer than 500 feet to aW
other freestanding or monument sign
(3) The sign area of freestanding signs may be increased 25 percent if the sign is
constructed as a monument sign
(4) Area identification signs as permitted in section 30 -865
(5) One on- premises menu-board per drive -up or walk- uptlane of a drive -in restaurant
or carwash up to a maximum of 32 square feet each Menu boards are allowed to
have a message on one side only and may not contain an advertising message
(c) Changeable copy signs as permitted in section 30 -864

Sec. 30 -1042. - Accessory structure setbacks.
Accessory structures shall comply with the following dimensional regulations:
' Swimming pools shall be set back a minimum of eight feet from the side yard and rear yard lot
lines and must comply with the required front yard setback as per this subdivision. Swimming pools
must be completely enclosed with an opaque chainlink or equivalent fence at least four feet high
with a lockable gate.
