The Conditional Use Permit is not a building permit and the applicant must apply for and receive approval of required building and sign permits before construction may begin. 2. The existing building and addition shall meet all building and fire codes. 3. All sources of artificial lights shall be so fixed, directed, designed or sized that the minimum subtotal of their illumination will not increase the level of illumination on any nearby residential property by more than 0.1 footcandle in or within 25 feet of a dwelling or by more than 0.5 footcandle on any part of the property. 4. The subject property shall be final platted prior to any permits being issued. 5. The limited stay lodging shall not exceed a period of seven (7) consecutive days. 6. There shall be no storage, repair, and /or maintenance of snowmobiles, cars, trucks, go- carts, and /or ATV's or other vehicles outside of the building. 7. All doors of the facility shall be kept closed at all times except for the passage of people or vehicles. 8. The level of noise from the building shall not exceed city ordinance levels. 9. All comments on the environmental memo dated June 5, 2015 shall be addressed. 10. All comments on the engineering division memo dated June 8, 2015 shall be addressed. 11. All comments on the stormwater coordinator memo dated June 10, 2015 shall be addressed. Overview Carlson Motorsports would like to expand their racing operations to include both snocross and off - road truck racing in the summer. The applicant would like to construct a 20,000 square foot building expansion which will provide additional shop space, race hauler storage, fabrication space, and internal open storage space for seasonal racing equipment. This project initiated the ordinance amendment, land use amendment, and zone change applications previously reviewed. Limited Stay Lodging is a conditional use in the proposed ordinance amendments, requiring the current CUP application. The applicant included sleeping facilities for overnight stays in the building to accommodate sponsors, athletes, and associates utilizing the facility. ►RNERII I NATURE Utilities The subject property is not located in the Urban Service District. Although the current project does not require city services, some of the proposed permitted and conditional uses in the XCR district will require city services and this will have to be addressed in the future. Applicable Regulation The issuance of a CUP can be ordered only if the use at the proposed location: 7. lY/ill not endanger, injure or detrimentally affect the use and enjoyment of other property in the immediate vicinity or the public health, safety, morals, comfort, convenience orgeneral welfare of the neighborhood or the city. 2. Weill be consistent with the comprehensive plan. 3. Weill not impede the normal and orderly development and improvement of surrounding vacant property. 4. Will be served adequately by and will not adversely affect essential public facilities and services including streets, police and fire protection, drainage, refuse disposal, water and sewer ystems, parks and schools; and will not, in particular, create traffic congestion or interference with trafc on adjacent and neighboring public thorougl fares. 5. WIN not involve uses, activities, processes, materials, equipment and conditions of operation that will be detrimental to any persons or pmperty because of excessive traffic, noise, smoke, fumes, glare, odors, dust or vibrations. 6. Weill not result in the destruction, loss or damage of a natural, scenic or historic feature of major importance. 7. lY/ill fully comply with all other requirements of this Code, including any applicable requirements and standards for the issuance of a license or permit to establish and operate the proposed use in the city. If denial of such a permit should occur, it shall accompany recommendations or determinations by findings or a report stating how the proposed use does not comply with the standards set forth in Section 30 -654. Assuming all of the land use applications are approved as requested, the proposed application appears to meet all of the CUP regulations. With a focus on family - friendly events and grassroots motorsports activities, ERX has been quickly embraced by motorsports enthusiasts of all kinds. ERX was created by Todd Plaisted and Chris Carlson, two Elk River businessmen who are long -time powersports enthusiasts. Plaisted and Carlson both enjoy participating in powersports activities with their families, and they saw an opportunity to create a facility which would address this opportunity and provide value for the Elk River Community. The original intent was to provide a facility for snocross racing and training, but today ERX is a year -round complex hosting both snowmobile events in the winter and car, truck, ATV and go -cart racing in the summer months. The ERX Charter From the very beginning, Plaisted and Carlson have implemented a few fundamental principles which have been consistently used to guide the organization through the years. • ERX will be family and community focused. It will be a facility which will provide safe, family friendly activities, with the ultimate goal of creating value with the local communities and within the powersports industry. • ERX will utilize an operating philosophy grounded in integrity, and benevolence and charitable activities will be a key part of the operation. Free admission will be offered to charities, ministries, schools and non- profits. ERX is proud to have partnered with a number of outstanding non - profit organizations through the years, including but not limited to Big Brothers and Big Sisters, MN Adult and Teen Challenge, Boys and Girls Club of MN and the Fellowship of Christian Athletes(FCA). Most recently ERX has donated the use of their property to the YMCA of MN for their summer youth motorcycle training program, NYPUM. • ERX will encourage development. Since the beginning ERX has hosted events designed to promote improved skills and safety. These events include ERX Learn To Ride Clinics, Motocross Clinics, YMCA Youth Motorcycle training, Avalanche Awareness Classes, Youth Snowmobile Safety Training and much more. Current State Racing: The ERX Grassroots Snocross Series, entering its eighth year in 2015, is the largest regional snocross series in existence. The Thursday night format, which is focused on first -time, amateur and youth racers, commonly features over 225 registrations, with over 160 individual competitors. The largest classes are youth - oriented, with the largest specific group being the 120cc class, featuring riders from four to 12 years old. Competitors follow the six race series with hopes of capturing the ERX Season Points Championship, and it's not uncommon to have competitors traveling from great distances such as Ontario, Manitoba, North Dakota, Wisconsin, Michigan, Iowa and Ohio. Spectator counts continue to grow for the Grassroots Series, with an average Thursday night attendance during the 2014 -2015 season of approximately 1000 people. Building Champions: Since opening the doors in 2008, ERX has served as a feeder system to ISOC, the top national snocross series. Riders who were introduced to the sport of snocross at ERX are now winning national championships and are recognized as some of the best emerging racers in the world. As a direct result, ERX is quickly acquiring a reputation for a facility which develops and builds champions. Testing /Training: ERX professionally builds and maintains their snocross track, and the focus is to produce a safe, yet challenging, track which replicates the national snocross tracks faced by racers when traveling the ISOC Championship Snocross Series. ERX has developed a reputation for their consistent track, which is meticulously maintained. As a result, ERX is the chosen training and testing facility for most of the top professional snocross athletes and teams. Demand for season practice passes at ERX has increased, and additional teams are making commitments to ERX —and the Elk River community —as the home for their racing operations. Teams are renting and purchasing homes and shop space in the area so they are able to maintain close proximity to ERX. Summer Beater -X Series: The ERX Beater -X Series, which features compact cars, light trucks, ATVs and UTVs competing on an all -dirt track. The track layout consists of rolling jumps, elevation changes and tight corners, providing an exciting and challenging extreme form of racing, with a focus on low - budget racing for amateurs and first -time racers. 211';i�ik' Economic Impact: As racers, fans and support teams travel to ERX to test, train and compete, the Elk River area experiences a significant financial impact. The impact is most significant during the winter snocross season as teams and athletes continue to call Elk River "home" in their attempts to locate near the ERX track. Teams support local businesses by utilizing local restaurants, hotels, hardware suppliers, grocery stores and gas stations, just to mention a few. During large ERX events, the Elk River community "fills up" with teams as they spend multiple days in the area participating at ERX. The Future of ERX /ERX Properties As the popularity of ERX soars, so too does the list of potential uses for ERX Properties. The vision for ERX Properties is to continue development of the area into a full- fledged, year -round recreational park. Additional property has been purchased directly connected to the original ERX plot, and new and exciting recreational opportunities are on the horizon. Future Uses: Rental Shop Space: ERX will continue to differentiate from any other snocross training facility in the world by offering a larger, safer and more challenging track for riders to sharpen their riding skills and for factory OEM race teams to test and develop equipment. As this continues to evolve, there will be increased demand for rental shop space. ERX intends to construct a series of "Power Condos" which will essentially be rental shop spaces where race teams will be able to store their snowmobiles and equipment, giving them immediate access to the world - class ERX track. Carlson Motorsports Expansion: Carlson Motorsports(CM), the official "home team" at ERX will be expanding their operation as they expand their racing operations to include both snocross and off -road truck racing in the summer. Part of this expansion will require a physical expansion of their racing headquarters facility, located directly North of the ERX Track. CM intends to add a 20,000 sf expansion which will provide additional shop space, which will include race hauler storage, additional fabrication space and open storage space for seasonal racing equipment. In addition, CM will also be creating new office space for the team, as well as a conference room, a gathering area to be used for entertaining sponsors and a space for short -term, limited stay housing for sponsors, athletes and associates traveling to ERX to work with CM and ERX. This space will also include a small snowmobile /snocross display area, where new and vintage powersports equipment will be on display. Off -Road Truck Racing: ERX has been contacted by the top short - course off -road truck racing organization in the country (toreseries.com) and there's a strong possibility that off -road truck racing could be coming to 3 jY �� ERX. This would be a HUGE opportunity which would draw thousands of people to the Elk River area. The dirt track would be built on ERX property and the expansion would require limited initial infrastructure investment. Other possible future uses of the ERX properties include: • Water Park —ERX is considering a possible water park where a mechanical tow device tows water skiers and wake boarders. • Training and Development— Consistent with their charter, ERX intends to continue hosting additional training, testing and development events designed to equip emerging athletes with the skills necessary to compete on a national level. • Festivals, swap meets and concerts —With continued growth will come opportunities for ERX to host powersports swap meets, and even possible festivals or music events /concerts. o OEM Testing /validation —Major OEMs such as Polaris, Arctic Cat, Yamaha and John Deere have recognized that the unique atmosphere and facilities at ERX are ideal for their OEM testing /validation efforts. These opportunities will continue to emerge with additional investment /expansion. The economic impact of companies of this size /stature coming to Elk River is significant. Hours of Use ERX will be open from lam to 7pm daily, and lam to lam on event days Building /Property Standards All future buildings constructed on ERX or connected properties will comply with the ERX Building Standards Code. Building design will be consistent with existing ERX facilities and landscaping will be reflective of the ERX approach to excellence which has been utilized since the business opened.
