Consider Hiring Parks and Recreation Director
The Parks and Recreation Director Selection Committee (Councilmembers Dietz and Tveite,
Parks and Recreation Commissioners Kuester and Paige, plus Finance Director Lori
Johnson and mysel{) interviewed five applicants for the parks and recreation director
position. A second round of interviews was held with the top two candidates. At this time
the Selection Committee is recommending to the City Council that the city hire Bill Maertz
for the Elk River parks and recreation director position. Bill is currently employed as the
director of parks and public works for the City of Falcon Heights. Bill has ~vorked for
Falcon Heights for the past seven years. Prior to his employment with Falcon Heights, Bill
worked for the City of Roseville in park maintenance.
Bill is planning to give Falcon Heights 3-4 weeks notice prior to leaving and has a vacation
scheduled in mid-July. His start date with the City of Elk River will be Monday, July 26,
2004. The terms of his employment with the city are noted in the attached letter.
Recommendation
It is recommended that the City Council hire Bill Maertz as the Elk River parks and
recreation director per the attached letter.

Dear Bill:
It was a pleasure meeting with you on Tuesday, June 1, 2004 to discuss the Elk River parks
and recreation director position.
On June 7, 2004, I will recommend to the City Council that we hire you as the Elk River
parks and recreation director starting on July 26, 2004 ~vith the following terms:
· Sa/ay: $66,263.30 (Step D of Pay Grade 7E). Cost of living increase, consistent with
all other exempt employees, shall be provided effective January 1, 2005. Subject to
satisfactory job performance, you will move to the top of your pay grade effective
July 1, 2005.
· [/'ac'at/on: You will begin employment earning vacation at the rate of 15 days per year.
After one year you will move up to the next level (rate of 16 days per year) and move
for~vard thereafter according to the adopted vacation schedule.
At our meeting on June 1, 2004, we briefly reviewed the employee benefits and the health
insurance options. Additional questions that you may have on these issues should be
directed to the Finance Department. Regarding training and continuing education, the city
has an approved employee development/tuition reimbursement program that will be
available to you. Regarding professional memberships and conferences, the city pays for
your membership in professional associations and you (like all department heads) will be
offered the opportunity to attend national conferences and state conferences as the budget
allows.
