I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Heritage Preservation
Commission was called to order at 6:01 p.m. by Chair Fox.
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Consider 4/16/2015 Agenda
Moved by Commissioner Nicholas and seconded by Commissioner Lindberg
to approve the April 16, 2015, agenda. Motion carried 4-0.
4. Consent Agenda
4.1 January 15, 2015, HPC Minutes
Moved by Commissioner Lindberg and seconded by Commissioner Nicholas
to approve the January 15,2015,minutes. Motion carried 4-0.
5. Oath of Office — Robert Jones & Mike Nicholas
Robert Jones and Mike Nicholas were sworn in as Heritage Preservation
Commissioners at this time.
6. Election of Officers
Chair Lindberg nominated Joshua Fox to continue as the Chair of the Heritage
Preservation Commission.
Commissioner Fox accepted the nomination.
Motion by Commissioner Lindberg and seconded by Commissioner Nicholas
to elect Joshua Fox to serve as Heritage Preservation Commission Chair.
Motion carried 4-0.

Mr. Carlton stated that although Commissioner Mortensen was not in attendance,
she is interested in continuing her role as Vice-Chair.
Mr. Carlton nominated Commissioner Mortenson for the Vice-Chair position.
Motion by Commissioner Lindberg and seconded by Commissioner Nicholas
to elect Debra Mortensen to serve as Heritage Preservation Commission Vice-
Chair. Motion carried 4-0.
7. General Business
7.1 Water Tower Subcommittee Update
Chair Fox provided an update from the Save the Water Tower Subcommittee. The
subcommittee is working with the Oliver Hudson Kelly Grange (a subset of the
Kelly Farm) to establish a 501 (c)(3) to accept donations.
Chair Fox is also working to create a logo/brand for use by the subcommittee's
fundraising efforts and social media platforms. A local volunteer will be moderating
the social media accounts.
A review of the Heritage Preservation's effort to restore the tower was provided to
update the new members.
7.2 Review Rough Draft If Jackson Street Water Tower Condition
Assessment
Mr. Carlton asked for any comments about the rough draft of the Condition
Assessment for the Jackson Street Water Tower, and noted that the cost estimates
were not included with this phase. He stated that he will accept comments through
the end of the month.
Commissioner Jones asked how the restoration efforts were being financed. Mr.
Carlton provided a brief review of the grant and donation money that has been
received thus far. He also noted that future restoration efforts will likely require
additional grants.
Commissioner Jones expressed concern for the costs associated with the long-term
maintenance of the structure and associated property. Mr. Carlton noted that the
long term maintenance is still a concern that must be reviewed.
7.3 Review Proposal for solar panel array on the Cinema
Professional Building
Mr. Carlton provided the Commission with an overview of the proposal to add solar
panels to the roof of the building located at 657 Main Street.

The proposal was well received by the Commission,and Commissioner Nicholas
noted that this type of use should be promoted to encourage other businesses to
adapt their facilities. Chair Fox stated that the use furthers the goals of Elk River and
that it will be minimally impactful.
The Commission did not have any concerns with the application as proposed.
8. Staff Updates
Mr. Carlton updated the Commission about a request from Commissioner
Mortensen to move away from quarterly meetings and back to monthly meetings.
Mr. Carlton asked for feedback from the Commission regarding the requested
change.
The Commission felt that quarterly meetings were appropriate,and that if additional
meetings were needed a special meeting can be called. Mr. Carlton noted that this
technique was utilized a number of times last year.
9. Adjournment
There being no further business, Chair Fox adjourned the meeting of the Elk River
Heritage Preservation Commission at 6:52 p.m.
