ERX is a yearround complex hosting snowmobile events in the winter and car, truck, ATV and gocart racing in the summer months. In order to complete their proposed and future projects, they need several land use applications approved. These include: Ordinance Amendments  Create XCR district Land Use Amendment  Development Reserve/Mining/Residential to Highway Business/Mining Zone Change  CRT to XCR Preliminary Plat  Aggregate Commercial Third Addition Conditional Use Permit  Limited Stay Lodging More detailed information on these applications is in the July 14, 2015, Planning Commission staff reports. Utilities The subject property is not located in the Urban Service District. Although the current Conditional Use Permit (CU 15-10) project does not require city services, some of the proposed permitted and conditional uses in the XCR district will require city services and this will have to be addressed in the future. Planning Commission The Planning Commission reviewed these applications at their June 23, 2015, meeting. No one spoke at the public hearing and no concerns were raised by the commission regarding the requests. The public hearing was opened and continued to the July 14, 2015, meeting. The commission again reviewed these applications at a special meeting on July 14, 2015. No one spoke at the public hearing and no concerns were raised by the commission regarding the requests. The commission agreed the proposal would be a great asset/draw for Elk River and would like to see it happen. They felt it was the right approach to rezone the property to include the proposed multiple uses. Overview Elk River Extreme Motor Park (ERX) proposes to expand their current facility. ERX is a year-round complex hosting snowmobile events in the winter and car, truck,ATV and go-cart racing in the summer months. The applicant is requesting to create a new zoning district,Extreme Commercial Recreation (XCR), to accommodate their long term vision. Current zoning district standards and uses do not provide the needed flexibility that a unique business like ERX requires. In working with the applicant, the city has determined that establishing a new zoning district allowing the growth and expansion of their operation will be a benefit to the city and the applicant. The new zoning district, like any other district,will include a variety of permitted and conditional uses specific to the applicant's plans for expansion. The creation of a new zoning district also provides the applicant more flexibility than a Planned Unit Development (PUD) district would. When approving a PUD, the city reviews a specific site plan that must be followed as growth occurs, and any deviation from that plan requires an amendment and approval from both the Planning Commission and City Council. By creating a new zoning district the applicant can acquire, subdivide, and develop property within the zoning district as needed.Amendments to the zoning district are not required, and when developing a permitted use (as identified in the zoning ordinance) only an administrative site plan review is required. Any property owner within the city can apply for a zone change to their property. Creating this new zoning district would allow any property owner that has at least 10 acres to request their property to be zoned XCR. Background/Discussion ERX has historically operated under the regulations of an Interim Use Permit (IUP),which was first issued on July 21, 2008 to operate at the current location. The current IUP has expired and the proposed ordinance amendment will eliminate the need for an IUP in the future. Some of these activities are short term visions with others being more long term. Overview The property currently has a land use designation of Development Reserve /Mining /Residential and the applicant has requested to amend to comprehensive plan to guide the property for development as Highway Business /Mining. Background /Discussion As reviewed in the Ordinance Amendment (OA15 -04), a new zoning district was requested to accommodate the applicant's long term vision for their .properties. Many of the uses in the proposed zoning district are highway business in nature. In order for the properties to be rezoned, as requested by the applicant (ZC 15 -06), the underlying land use needs to support the proposed zoning district, which it currently does not. The Gravel Mining Area Land Use, Transportation, and Utility Plan. shows the subject property.as Highway Business and to be served by additional collector streets. There is a building on the property and it meets the setback requirements for the CRT and proposed XCR districts. The building was constructed prior the property being platted (Aggregate Commercial). In order for the applicant to build their proposed expansion (CU 15 -10), the property needs to be platted. Transportation/ Circulation The subject property has access to Highway 169 at the 217`h Avenue alignment. With the exception of the southern 20 feet, the entire western property line will have limited access to Highway 169 as noted on the preliminary plat. Utilities The subject property is not located in the Urban Service District. Although the current project does not require city services, some of the proposed permitted and conditional uses in the XCR district will require city services and this will have to be addressed in the future. Overview Carlson Motorsports would like to expand their racing operations to include both snocross and off - road truck racing in the summer. The applicant would like to construct a 20,000 square foot building expansion which will provide additional shop space, race hauler storage, fabrication space, and internal open storage space for seasonal racing equipment. This project initiated the ordinance amendment, land use amendment, and zone change applications previously reviewed. Limited Stay Lodging is a conditional use in the proposed ordinance amendments, requiring the current CUP application. The applicant included sleeping facilities for overnight stays in the building to accommodate sponsors, athletes, and associates utilizing the facility. With a focus on family - friendly events and grassroots motorsports activities, ERX has been quickly embraced by motorsports enthusiasts of all kinds. ERX was created by Todd Plaisted and Chris Carlson, two Elk River businessmen who are long -time powersports enthusiasts. Plaisted and Carlson both enjoy participating in powersports activities with their families, and they saw an opportunity to create a facility which would address this opportunity and provide value for the Elk River Community. The original intent was to provide a facility for snocross racing and training, but today ERX is a year -round complex hosting both snowmobile events in the winter and car, truck, ATV and go -cart racing in the summer months. The ERX Charter From the very beginning, Plaisted and Carlson have implemented a few fundamental principles which have been consistently used to guide the organization through the years. ERX will be family and community focused. It will be a facility which will provide safe, family friendly activities, with the ultimate goal of creating value with the local communities and within the powersports industry. ERX will utilize an operating philosophy grounded in integrity, and benevolence and charitable activities will be a key part of the operation. Free admission will be offered to charities, ministries, schools and non- profits. ERX is proud to have partnered with a number of outstanding non - profit organizations through the years, including but not limited to Big Brothers and Big Sisters, MN Adult and Teen Challenge, Boys and Girls Club of MN and the Fellowship of Christian Athletes(FCA). Current State Racing: The ERX Grassroots Snocross Series, entering its eighth year in 2015, is the largest regional snocross series in existence. The Thursday night format, which is focused on first -time, amateur and youth racers, commonly features over 225 registrations, with over 160 individual competitors. The largest classes are youth - oriented, with the largest specific group being the 120cc class, featuring riders from four to 12 years old. Testing /Training: ERX professionally builds and maintains their snocross track, and the focus is to produce a safe, yet challenging, track which replicates the national snocross tracks faced by racers when traveling the ISOC Championship Snocross Series. ERX has developed a reputation for their consistent track, which is meticulously maintained. As a result, ERX is the chosen training and testing facility for most of the top professional snocross athletes and teams. Demand for season practice passes at ERX has increased, and additional teams are making commitments to ERX —and the Elk River community —as the home for their racing operations. Teams are renting and purchasing homes and shop space in the area so they are able to maintain close proximity to ERX. Summer Beater -X Series: The ERX Beater -X Series, which features compact cars, light trucks, ATVs and UTVs competing on an all -dirt track. The impact is most significant during the winter snocross season as teams and athletes continue to call Elk River "home" in their attempts to locate near the ERX track. Teams support local businesses by utilizing local restaurants, hotels, hardware suppliers, grocery stores and gas stations, just to mention a few. During large ERX events, the Elk River community "fills up" with teams as they spend multiple days in the area participating at ERX. The Future of ERX /ERX Properties As the popularity of ERX soars, so too does the list of potential uses for ERX Properties. The vision for ERX Properties is to continue development of the area into a full- fledged, year -round recreational park. Additional property has been purchased directly connected to the original ERX plot, and new and exciting recreational opportunities are on the horizon. Future Uses: Rental Shop Space: ERX will continue to differentiate from any other snocross training facility in the world by offering a larger, safer and more challenging track for riders to sharpen their riding skills and for factory OEM race teams to test and develop equipment. The extreme commercial recreation district is intended to provide lodging, retail, and a variety of commercial recreation uses that are more intense in nature than traditional recreational uses.
