Overview
‐
Elk River Extreme Motor Park (ERX) proposes to expand their current facility. ERX is a yearround
complex hosting snowmobile events in the winter and car, truck, ATV and gocart racing in the summer
months.
In order to complete their proposed and future projects, they need several ordinance amendments
approved. These include:

Planning Commission
The commission reviewed these applications during a special meeting on July 14, 2015. No one spoke at
the public hearing and no concerns were raised by the commission regarding the requests.
The commission agreed the proposal would be a great asset/draw for Elk River and would like to see it
happen. They felt the amendments supported the proposed multiple uses.
The Planning Commission unanimously recommended approval of all the requests.

Recommend, by motion, approval of the ordinance amendments related to Extreme Commercial
Recreation (XCR).
Overview
With a creation of a new XCR zoning district (OA 15 -04) several terms related to the uses needed to be
defined and several sections of the ordinance need to be updated to address signage and
principal /accessory structures. Staff is recommending the updates as,shown on the attachments.
Planning Commission
The Planning Commission reviewed this application at their June 23, 2015 meeting. No concerns were
raised by the commission regarding the request. The public hearing was opened and continued to the
July 14, 2015 meeting.

Sec. 30 -1. - Definitions.
Off-road racing means a format of racing where various classes of specially modified
snowmobiles, cars trucks go- carts, and /or ATVs compete in races on dirt or snow tracks
which may include temporary storage of off road racing vehicles
Water sports facility means a facility where non - motorized water activities such as but not
limited to wake boards knee boards and water skis are powered by a secondary power
source.
Limited stay lodging means a building or structure where sleeping, and cooking and /or
sanitary facility accommodations are furnished to users for a period of no more than seven (7
consecutive days
Parking, overflow event means temporary parking for a single event on any surface in non
designated parking areas that does not exceed 50% of the required parking for a business

Accessory structures shall comply with the following dimensional regulations:

lines and must comply with the required front yard setback as per this subdivision. Swimming pools

An Ordinance Amending Certain Sections of Chapter 30 related to XCR extreme
commercial recreation of the City of Elk River, Minnesota, City Code
The City Council of the City of Elk River does hereby ordain as follows:
SECTION 1. That § 30-1, Definitions of the City of Elk River Code of Ordinances shall be
amended to read as follows:
Active use storage means an enclosed facility containing multiple individual units used for the storage,
maintenance, and display of vehicles. The facility may not be used for retail sales, business
operations, or overnight stays.
Campground means a facility used primarily for overnight and short-term tent camping in tents, truck
campers and recreational camping vehicles. Campgrounds must comply with all State of Minnesota
regulations regarding campgrounds and must be licensed with the Minnesota Department of Health
as a Campground. Such a Camping vehicles shall meet the definition in state law for “Recreational
Camping Vehicle”, and the following qualifications:
(1) The vehicle is not used as the residence of the owner or occupant.;
(2) The vehicle is used for temporary living quarters by the owner or occupant while engaged in
recreational, vacation, or temporary vacation travel activities.;
(3) The vehicle is towed or otherwise transported, by its own or by other power, on the public
streets or highways incidental to such recreational or vacation activities.
Permitted accessory uses include a recreational area for campground guests and retail sales of over-
the-counter items for campground guests only.

SECTION 2. That § 30-880, XCR extreme commercial recreation district of the City of Elk River
Code of Ordinances shall be amended to read as follows:
Sec. 30-880. - XCR extreme commercial recreation district.
(a) Temporary signs as permitted in section 30-851 et seq.
(b) Permanent signs.

(c) Changeable copy signs as permitted in section 30-864
(d) Event sponsor signs, a sign subordinate to a principal use intended for the display of
information for onsite patrons, shall be allowed provided the following criteria are met:
(1) An approved conditional use permit has been obtained for the property;
(2) A sign plan shall be approved by city staff;
(3) Property shall be larger than 20 acres;
(4) Each sign shall not to exceed 32 square feet;
(5) Must be one-sided only;
(6) Shall be setback ten feet from property line, or 25 feet from rights-of-way, whichever is
further;
(7) Shall face away from rights-of-way, or be setback at least 500 feet from the right-of-way;
(8) Shall not exceed six feet in height;
(9) Shall not be illuminated.
