Staff has completed a review and analysis of the proposals, completed interviews with the five developers, and is prepared to make a recommendation of developers for the HRA and City Council to consider for formal interview. Issues Again it is important to understand that the City will be selecting a"developer", not a "development". A concept and a plan for this project will be developed throughout the redevelopment process,incorporating changes as a result of public input,planning requirements,market conditions and the historic contexts study. Staff's analysis of development proposals included the following: • Preliminary interview of developer/development team • Tour of representative development projects • Reference check on developer experience • Tax increment finance projections • • Developer redevelopment experience and financial capability • Land use and planning issues • Consistency with the City's Downtown Revitalization Project Goals and Objectives Developer Proposal Analysis&Recommendation June 24,2002 • Page 2 of 2 The preliminary interview of developers included the Economic Development staff, the City Administrator, the Planning Department staff and the City Engineer. The attached Ehlers &Associates memo provides a summary analysis of the proposals received for the Downtown Revitalization Project. Of the five proposals, staff consensus is that MetroPlains Development and TOLD Development Company best meet the review criteria mentioned above. Staff understands that the HRA will be taking the lead in completing the Downtown Revitalization Project to the extent that the City Council is comfortable with the project and process. The HRA should be notified if at any time the City Council feels uncomfortable or has issues with the project or process. The HRA will continue to keep the City Council involved at critical decision points throughout the process and in the project fmancing as needed. Recommendation Staff recommends that the HRA select MetroPlains Development and TOLD Development Company for further consideration of their downtown revitalization project proposals. Interviews would be conducted in July at a joint meeting of the HRA and City Council. Staff recommends that the HRA and City Council consider calling a special meeting for Monday,July 29, 2002 at 6:00 p.m. to allow sufficient time to interview both developers. • In addition, staff recommends that an Open House be scheduled in July that would allow the public to meet the two developers and provide input on the proposed development site options. Public input provided at the open house could then be compiled and included for consideration in the decision-making process. Staff proposes scheduling the Open House for Wednesday,July 17, 2002 at 7:00 p.m. Staff will coordinate communication efforts to notify the public. Once the developer interview process is completed, the HRA may choose to enter a preliminary development agreement with a developer. All of the proposals are flexible in design and density. Changes in design and density will affect TIF projections and land sale proceeds. Changes typically occur during the pre- development agreement phase. Discussions with developers indicate flexibility in this area. This underscores the fact that the city is selecting a developer at this point and not a development. Land use and planning ratings have been provided based on the following criteria and alignment with the attached project goals and objectives: 4 = Concept appears to meet or exceed expected goals and objectives. • 3 = Concept meets major components of goals and objectives. Some revisions to concept would be required. 2 = Major changes in concept required to meet goals and objectives. 1 = Concept is generally inconsistent with goals and objectives. It should be noted that analysis of developer experience and capability are subjective assessments of expected requirements for this type of development only and do not relate to developer capability generally. The analysis is based on discussions with individuals familiar with development products. Most of the proposals project a financing gap. Given the nature of redevelopment this is not unusual. Efforts to close the gap will begin once a developer is selected for preliminary analysis. River City of Elk River Downtown Riverfront Revitalization Project Goal & Objectives Purpose: For more than 30 years,various studies and proposals have examined the need to redevelop Elk River's downtown business district. Investment in the downtown has stagnated and area businesses and residents alike are concerned about the need to revitalize downtown and attract people there. Neighborhoods age, and change will occur whether or not the City intervenes. Controlling that change through revitalization and redevelopment will ensure that the types of changes that occur in downtown Elk River are the ones people want—those that will keep our community vital and flourishing. Primary Goal: To assure the long-term viability of downtown by making a connection to the rest of the community and by utilizing the riverfront location.
