An Ordinance Amending Certain Sections of Chapter 30 related to XCR extreme
commercial recreation of the City of Elk River, Minnesota, City Code
The City Council of the City of Elk River does hereby ordain as follows:
SECTION 1. That § 30-1, Definitions of the City of Elk River Code of Ordinances shall be
amended to read as follows:
Campground means a facility used pr;n�y for overnight and short-term camping in tents; trek
eaxVets and recreational cam vehicles. Campgrounds must comply with all State of Minnesota
regulations regarding campgrounds and must be licensed with the Minnesota Department of Health
as a Campground. Saek a Ca=in -t vehicles shall meet the definition in state law for "Recreational
Camping Vehicle". and the following qualifications:
(1) The vehicle is not used as the residence of the owner or occupant.;
(2) The vehicle is used for temporary living quarters by the owner or occupant while engaged in
recreational, vacation, or ac�et3 travel activities.;
(3) The vehicle is towed or otherwise transported, by its own or by other power, on the public
streets or highways incidental to such recreational or vacation activities.
Permitted accessory uses include a recreational area for campground guests and retail sales of over-
the-counter items for campground guests only.
Limited L60 lodging means a building or structure where sleeping and cooking and/or sanitary facility
accommodations are furnished to users for a period of no more than seven (7) consecutive days.
O�T-rnad racing means a format of racing where various classes of specially modified snowmobiles,
cars, trucks, go-carts. and/or ATV's compete in races on dirt or snow tracks
Parking over§ow event means temporary parking for a single event, on any surface in non -designated
parking areas that does not exceed 50% of the required parking for a business.
Water sportsLacility means a facility where non -motorized water activities such as, but not limited to,
wake boards, knee boards, and water skis, are powered by a secondary power source.

SECTION 2. That § 30-880, XCR extreme commercial recreation district of the City of Elk River
Code of Ordinances shall be amended to read as follows:
Sec. 30-880. - XCR extreme commercial recreation district.
(a) Temporary signs as permitted in section 30-851 et seq.
(b) Permanent signs.

One freestanding sign may be permitted for every 1,000 feet of street frontage measured
along a single street. The frontage shall only include the property in which the principal use
is located on which the sign is advertising The additional sighs) shall be submit to the
size and height limitations of the first allowed freestanding or monument sign and may be
placed no closer than 500 feet to any other freestanding or monument sign.
The sign area of freestanding signs may be increased 25 percent if the sign is constructed as
a monument sign.

(5) One on -premises menu board per drive -up or walk-up lane of a drive-in restaurant or
carwash up to a maximum of 32 square feet each Menu boards are allowed to have a
message on one side only and may not contain an advertising message.
(c) Changeable colla signs as permitted in section 30-864
(1) An approved conditional use permit has been obtained for the property;
