The lot is going to be split into three different lots. The developer, Alex Bodnar, is required to loop the water main when it's installed. The plan to loop the water main from Gary Street to Joplin Street has already been approved by city council. Troy and I were approached by Alex Bodnar to see if ERMU would consider paying for some of the installation to complete the loop. We informed him that all water main extension petitions must be determined by the utilities commission. DISCUSSION: In the past ERMU has not paid for any installation of new water main in a development. There are a couple of policies already in place requiring the installation of loops, and who should pay for them. • Section 105 of the ERMU Water Rules dictates that the cost rests on the developer. • ERMU Policy 5.2 states that"all water mains shall be looped, or in the case of phasing of developments, that provisions be made to loop them in the future."Requiring developers to loop water mains is common. • The City of Elk River and Elk River Municipal Utilities has adopted the Recommended Standards for Water Works Policy by the Great Lakes-Upper Mississippi River Board and Provincial Public Health and Environmental Engineers. In Section 8.2.4 of the policy, it states "dead ends shall be minimized by making appropriate tie-ins whenever practical, in order to provide increased reliability of service and reduce head loss." • Section 3400.A.7 of the City of Elk River Design Standards reads, "no dead ends shall be constructed, all water mains shall be looped." There are recent cases when developers have had to pay 100%of the water main installation cost. Benzinger Properties is paying for 100% of the cost of installation. • When The City of Elk River developed Natures Edge Business Park,they paid for 100% of the water main installation in the Natures Edge Business Center. • The West Oaks, and Kliever Lake Fields Developments were installed entirely by the developer; they also continue to pay 100%of any changes to the water mains or services in the development due to lot changes. ACTION REQUESTED: The developer, Alex Bodnar,will be at the commission meeting. Staff requests the commission review the developer's request for the water main looping and extension variance. The design and construction standards of water main facilities shall be approved by the General Manager. When water trunk facilities are proposed to be extended, a feasibility report shall be completed, analyzed and approved by the Elk River Utilities Commission and City Council. Trunk water main facilities shall be financed by assessing the effected property owners. - 0004 Mt* ' [ � a In the case of oversizing the water distribution system to accommodate trunk requirement,the Elk River Municipal Utilities will reimburse the developer for the costs of such oversizing. When an easement is required to make a line extension for the purpose of providing water service to a customer's property, the customer shall be required to grant or obtain the necessary easement at no cost to the Elk River Municipal Utilities. MAIN INSTALLATION No water main or main extension will be installed in any street until the same shall have been brought to grade. Connection to the water distribution system will only be allowed when connection to the sewer system is made or arrangements to do so are finalized. 106 WATER ACCESS FEES&CONNECTION CHARGES When water main facilities are extended into a newly developed area,the following fees, terms, and conditions shall apply. RESIDENTIAL DEVELOPER a) Execute Developers agreement with the City of Elk River. b) Provide 3(three)plat maps with easements and CADD diskette of plat. c) Payment of$300 per living unit for plat area at time of plotting for Water Access Fee (WAC). d) Developer will design with Elk River Municipal Utilities'approval, water main system within plotted area and install the same per Elk River Municipal Utilities specifications. RESIDENTIAL HOME BUILDER/OWNER a) Connection and Meter fees must be paid and a copy of the City's plumbing permit must be received before delivery of the water meter will be made. The cost is either$2,700.00 or$3,000.00 plus current standard meter cost(see Base Charge List Item#2)depending on the area.($300 Water Access Charge, $2,700.00 Water Connection Charge, {see Base Charge list Item#2}Water Meter- tax included.) COMMERCIAL/INDUSTRIAL DEVELOPER a) Connection, access and meter fees(See Base Charge List)must be paid and plumbing permit number supplied before delivery of the water meter will be made. The remaining portion of the WAC fee will be paid at this time upon determination of total WAC units. The number of WAC Unites shall be calculated the same as Sewer Availability Charges, as provided in Section 78-189 of The City of Elk River Code of Ordinances. 11 156 DISTRIBUTION SYSTEM PIPING AND APPURTENANCES PART 8 8.2 SYSTEM DESIGN 8.2.1 Pressure All water mains, including those not designed to provide fire protection, shall be sized after a hydraulic analysis based on flow demands and pressure requirements. The system shall be designed to maintain a minimum pressure of 20 psi (140 kPa) at ground level at all points in the distribution system under all conditions of flow. The normal working pressure in the distribution system shall be at least 35 psi (240 kPa)and should be approximately 60 to 80 psi (410 -550 kPa) and not less than 35 psi (240 kPa). 8.2.2 Diameter The minimum size of water main which provides for fire protection and serving fire hydrants shall be six-inch diameter. Larger size mains will be required if necessary to allow the withdrawal of the required fire flow while maintaining the minimum residual pressure specified in Section 8.2.1. The minimum size of water main in the distribution system where fire protection is not to be provided should be a minimum of three(3)inch diameter. Any departure from minimum requirements shall be justified by hydraulic analysis and future water use, and can be considered only in special circumstances. 8.2.3 Fire protection When fire protection is to be provided, system design should be such that fire flows and facilities are in accordance with the requirements of the State Insurance Services Office. 8.2.4 Dead ends a. fit: 41 -tf !IMt ' .r. b Dead end mains shall be equipped with a means to provide adequate flushing. Flushing devices should be sized to provide flows which will give a velocity of at least 2.5 feet per second in the water main being flushed. They may be provided with a fire hydrant if flow and pressure are sufficient. No flushing device shall be directly connected to any sewer. 8.3 VALVES A sufficient number of valves shall be provided on water mains to minimize inconvenience and sanitary hazards during repairs. Valves should be located at not more than 500 foot intervals in commercial districts and at not more than one block or 800 foot intervals in other districts.Where systems serve widely scattered customers and where future development is not expected,the valve spacing should not exceed one mile. 8.4 HYDRANTS 8.4.1 Location and spacing a. Fire hydrants should be provided at each street intersection and at intermediate points between intersections as recommended by the State Insurance Services Office. The minimum size of watermain shall be 8 inches. (Hydrant leads can be 6"). 2. Watermain pipe shall be ductile iron in accordance with AWWA C151. 3. The minimum bury depth of watermain shall be 7' - 6" to top of pipe. 4. The minimum size of water service lines and corporations shall be 1 inch. Three- quarter inch by 1-inch corporations may be used when tapping mainlines. Water service pipe shall be Type K, seamless copper water tubing, soft annealed temper and conform to the requirements of ASTM B 88. When water service lines exceed 200-feet, the service line and corporation shall be 11". 5. No dead-end mains shall be constructed, all watermains shall be looped. 6. Water looping outside of the Right of Way shall be HDPE, valved at each end with no connection/services in between. 7. HDPE watermain shall have location tracer wire placed with it. The location wire shall be 8-gauge plastic jacket type TW or THW. Splices shall be made using 3M cast kits and shall not occur more frequently than one per 250 feet of pipe. Tracer wires shall run up along the outside of the valve box and be threaded through a hole in the top part of the valve box drilled for that purpose. See Standard Plate 3408. 8. Temporary dead-end mains shall be equipped with a fire hydrant for flushing purposes. 9. Hydrants shall be spaced so that all portions of a building or residence to be protected are within a 250 foot radius of a hydrant. (Final review will be made by the Fire Chief and City Engineer) 10. Each hydrant lead shall be equipped with a resilient seated valve for shut-off purposes and installed in accordance with the standard detail. 11. Valves shall be placed throughout the distribution system so that each portion may be isolated with the least interruption of service. Valves shall be placed at each roadway intersection or the intersection of watermains.
