Issue
On June 24th, the HRA reviewed the different ways in which communities or organizations
might involve themselves with Habitat for Humanity. At that point, the HRA expressed
more interest in housing rehabilitation than housing replacement. Staff was directed to
conduct further research on housing rehabilitation.
Several Minnesota cities offer loan programs to assist with housing rehabilitation that assist
both homeowners and landlords. In most communities, staff administers the programs. For
instance,in Richfield, staff receives the applications, meets with the homeowners,verifies
income, conducts the inspection,prepares a scope of work,reviews bids,prepares work
contracts,issues payments, and submits documentation to the county. However,in Fridley,
all of the single and multiple family programs are administered under contract by the Center
for Energy and Environment (CEE), a non-profit agency based in Minneapolis. The City of
Faribault uses their local company,Professional Contractors, to assist in program
administration, such as providing building inspections and preparing bids.
Staff Recommendation
Based on the issues of funding and program administration, the HRA might consider that
staff conduct further research on developing a housing rehabilitation program for the City of
Elk River, similar to a program used in Richfield, Fridley,Hastings, Faribault, or Moorhead.

Remodeling Information
• The Richfield Remodeling Advisor is available to meet with you at your home to
answer remodeling questions, discuss ideas and provide information and general cost
estimates. This service is free! Call 612-861-9772 to schedule a home visit.
• When you increase the value of your home, you can enjoy property tax benefits by
excluding part of the increased property taxes that result from your value-added home
improvements. For more information, call the Richfield Assessor's Office at 612-861-
9710.
• Need to find a contractor?A list of contractors that has been recommended by other
Richfield residents is available through the Neighbors Helping Neighbors Contractor
Referral Network. You may also recommend a contractor that has done a good job.
• The planbook, Cape Cods &Ramblers:A Remodeling Planbook for Post-WWII Houses,
was a cooperative effort in which Richfield participated with 14 other communities to
provide ideas and vision for homeowners who want to remodel their home. The book
features three common house designs, including a rambler with a detached garage, a
rambler with an attached garage, and a 1 1/2 story cape cod. The planbook is available in
the City Hall Community Development Department for purchase, $10 (resident) $15 (non-

The Home Energy Loan is available to help make your home more energy-
Energy efficient, including replacement of windows, doors, insulation and heating. The
Efficiency interest rate is 6.5%, with a maximum loan amount of$10,000. There are no
income limits. Call Community Revitalization Resources (612-335-5884)for a
loan application.
Do you have a small to medium sized remodeling project?The Fix-Up Fund
may be for you. These are two versions of the Fix-Up Fund:

Do you have a large remodeling project?The Transformation Homes Loan
Large provides an incentive loan of 10% or 15% of your remodeling project; the
Projects balance of your project financing is up to you. The incentive loan is interest-free
and is paid back when you sell your home. If your project is $30,000 or more,
check it out. Call 612-861-9760. CURRENTLY, NO FUNDS ARE AVAILABLE.
Does your home need repairs and updates, but you have a modest income?
You may qualify for a Deferred Loan. It is a zero interest loan with no monthly
Modest payments,with a maximum loan of$25,000 per household. There is a waiting
Income list for this loan. Income is determined by household size. (For a two-member
household, the year 2002 maximum income for eligibility is $30,700. A four
member household could have a maximum income of$38,350.)Call 612-861-
9760 for an application.
If you need funds for accessible improvements, here are two options. Eligible
improvements under the Accessibility Fix-Up Fund are those which assist the
Home person with a disability to reside in the property. There is no maximum
Accessibility household income limit. The interest rate on Accessibility Fix-Up Funds is 7.5%.
The maximum loan amount is $25,000 and maximum loan term is 20 years (full
description). Call a participating local bank and request an application form. For

• Housing Rehabilitation og rams
The Fridley Housing and Redevelopment Authority(HRA) provides a variety of housing
rehabilitation programs to help Fridley residents maintain and improve their homes and
apartments. The following is a summary of the programs available. All of the single and multiple
family programs are administered under contract by the Center for Energy and Environment
(CEE), a non-profit agency based in Minneapolis.
Single Family Housing Programs
Revolving Loan Fund
This program offers loans up to $35,000 at 6%. Maximum repayment term is 20 years.The
program is available to any homeowner with an income up to $63,000 per year. Some credit
restrictions also apply. Loans can be used to improve owner-occupied properties with up to four
units. Funded through the Fridley HRA. Other programs can also be used in conjunction with this
program.
Minnesota Fix-Up Fund
This program offers loans up to$25,000 at 7.5%. The maximum repayment term is 20 years.
Income limit is $75,000 per household. To learn more about this program,which is funded
through the Minnesota Housing Finance Agency, go to the MHFA web site.
• Home Improvement Grants
For low-income homeowners who are unable to qualify for a regular home improvement loan, this
program provides up to $15,000 in assistance. The funds are provided in the form of a deferred-
payment loan which is reduced by 10 percent each year for 5 years. At the end of 5 years, the
remaining balance must be repaid whenever the home is sold. To qualify, applicants must meet
certain income guidelines which are based on household size and have less than $25,000 in
assets. Funded through the Community Development Block Grant(CDBG)and HOME programs.
Matching Deferred Loans
This program is available only in the Hyde Park neighborhood and is intended to be an incentive
for homeowners and landlords to fix-up their properties. Up to $4,000 per unit is available and
must be matched by the owner. The owner may use their own funds, a bank, or any of the loans
previously mentioned (except the last resort program)for the required match. Homeowners with
incomes up to$55,000 are eligible.Additional underwriting must be met as well. Funded through
the Fridley HRA.

Rental Rehabilitation Loans
This program provides loans up to$10,000 per unit(max. $100,000 per structure)for
improvements made to rental property.A 6% interest rate is charged to owners and the maximum
repayment term is 15 years. Applicants must meet additional underwriting criteria. To learn more

Housing Replacement Program
The Housing Replacement Program was established in 1995 for the purpose of revitalizing
neighborhoods by removing older, substandard housing stock and replacing it with new housing.
The substandard homes are acquired on a voluntary basis, torn down and the vacant lots are
sold to home builders. Since initial efforts began in 1993, a total of 27 properties have been
acquired and 17 new homes have been built or are underway. As a way of recouping some of the
project costs, the Fridley Housing and Redevelopment Authority(HRA)can collect the increased
taxes generated by the new home for 15 years. From time to time the HRA has lots available for
sale; inquiries should be directed to the Housing Coordinator at(763)572-3591.

• Fridley Home Remodeling Fair
In addition to the programs and services mentioned, the Fridley HRA sponsors an annual Home
Remodeling Fair. The fairs host displays by more than 60 contractors,workshops on various
home improvement topics and drawings for free door prizes. Watch this web site for more
information on the 2002 Remodeling Fair which will be held on Saturday, March 2 and is co-
sponsored by the cities of Fridley, Blaine, New Brighton and Mounds View, and Home Depot.

This is a free service available to all Fridley homeowners. The program offers advice and other
information on various home improvement topics. In addition, the Home Remodeling Advisor can
provide referrals to other important resources such as home improvement financing, building
code and zoning issues and methods of selecting a contractor.Appointments are available both
during the day and evening.

Housing rehabilitation grants and loans are provided to low and very low income homeowners and to landlords
for basic repairs and the correction of housing code deficiencies.
The intent of the Department's housing rehabilitation efforts is five fold: 1)to provide affordable rental housing
for low and moderate income individuals; 2)to preserve the existing housing stock; 3) to eliminate conditions of
slum and blight; 4) to address accessibility issues faced by handicapped residents; and 5)to ensure the
availability of safe,sanitary,and energy efficient housing throughout the community.
These services are provided with the support and assistance of the following public and private entities: the
Minnesota Department of Trade and Economic Development, the Minnesota Housing Finance Agency,the Federal
Home Loan Bank,the Rice County Environmental Office,Three Rivers Community Action, Inc.,and local financial
institutions.
