1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Housing and
Redevelopment Authority was called to order at 5:00 p.m. by Chair Toth.
2. Consider February 26, 2001 HRA Agenda
COMMISSIONER MOTIN MOVED TO APPROVE THE FEBRUARY 26, 2001, HRA
AGENDA AS PRESENTED. COMMISSIONER THOMPSON SECONDED THE MOTION.
• THE MOTION CARRIED 3-0.
3. Consider Consent Agenda
COMMISSIONER MOTIN MOVED TO APPROVE THE CONSENT AGENDA AS FOLLOWS:
3.1. February 20, 2001 HRA MINUTES-APPROVED
3.2. CHECK REGISTER-APPROVED
COMMISSIONER THOMPSON SECONDED THE MOTION. THE MOTION CARRIED 3-0.
4. Open Mike
There was no one present for Open Mike.
5. Consider Funding of Downtown Sidewalk Replacement Proiect
City Engineer Terry Maurer reviewed the feasibility study for the downtown
sidewalk replacement project. He noted that the report indicates an assessable
cost of$58,500 which is paid by a 50%per unit cost plus a 50%front foot cost. He
indicated that the estimated total project cost is$290,100.
Cliff Lundberg indicated that the$58,500 is higher than was originally proposed. It
was the consensus of the HRA Commissioners that$58,500 was a fair amount to
assess at 20%of the total project.

COMMISSIONER THOMPSON MOVED TO RECOMMEND THAT THE CITY COUNCIL
ASSESS $58,500 TO THE PROPERTY OWNERS FOR THE DOWNTOWN SIDEWALK

• REPLACEMENT PROJECT USING THE 50/50 METHOD OF ASSESSMENT.
COMMISSIONER MOTIN SECONDED THE MOTION.THE MOTION CARRIED 4-0.
The HRA acknowledged that they would be funding the balance of the project.
COMMISSIONER MOTIN MOVED THAT THE UNASSESSED BALANCE OF THE SIDEWALK
REPLACEMENT PROJECT BE PAID BY THE HRA WITH THE ACTUAL FINANCIAL
ARRANGEMENTS TO BE DETERMINED AT A LATER DATE. COMMISSIONER WILSON
SECONDED THE MOTION.THE MOTION CARRIED 4-0.
6. Downtown Redevelopment Plan Update
Catherine Mehelich indicated that staff is continuing to move forward with the
Downtown Redevelopment Plan. She noted that staff has created an inventory
of properties and general building conditions and the Historic Preservation
Commission will be completing a preliminary field review of properties for their
historic significance. Catherine also explained that Maxfield Research has been
contracted to complete the market analysis of the central business district and it
is proposed that this will be presented to the HRA in April.
7. Consider Central MN Housing Partnership Housing Study
Marc Nevinski stated that the HRA has received a proposal from the Central
Minnesota Housing Partnership to complete a study of Elk River's housing
inventory at a cost of$500. Marc explained that the study would gather
• demographic and statistical information and provide a summary of
recommendations, housing policies and resources. He noted that the proposal
requires that the study also discuss the city's affordable housing needs.
COMMISSIONER THOMPSON MOVED TO APPROVE THE COMPLETION OF A
HOUSING STUDY BY THE CENTRAL MINNESOTA HOUSING PARTNERSHIP AT A COST
OF$500. COMMISSIONER MOTIN SECONDED THE MOTION. THE MOTION CARRIED 4-
0.

There being no other business, COMMISSIONER THOMPSON MOVED TO ADJOURN
THE MEETING. COMMISSIONER MOTIN SECONDED THE MOTION. THE MOTION
CARRIED 4-0.
