1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Housing and
Redevelopment Authority was called to order at 5:00 p.m. by Chair Toth.
Chair Toth welcomed Jean Lieser as a new commissioner of the HRA, completing Linda
Huntington's term.
2. Consider 7/23/01 HRA Agenda
COMMISSIONER MOTIN MOVED TO APPROVE THE 7/23/01 HRA
AGENDA AS PRESENTED. COMMISSIONER WILSON SECONDED THE
• MOTION. THE MOTION CARRIED 5-0.
3. Consider Consent Agenda
COMMISSIONER MOTIN MOVED TO APPROVE THE CONSENT AGENDA
AS FOLLOWS:
3.1. JUNE 27,2001 HRA MINUTES—APPROVED
3.2. CHECK REGISTER—APPROVED
3.3. REVENUE/EXPENDITURE REPORT—APPROVED
3.4. BALANCE SHEET—APPROVED
COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION
CARRIED 5-0.
4. Open Mike
There was no one present for Open Mike.
5. Downtown Riverfront Redevelopment
Director of Economic Development Catherine Mehelich updated the HRA on the progress
of the downtown riverfront redevelopment. She stated that staff is working with developer
Best&Hempel on the concept design and financial analysis. Catherine indicated that the
• analysis would take several months to complete and will be brought to the HRA for
consideration at the time of completion.
Catherine indicated that staff has discussed proceeding with the application for the historical
context study grant in January. She stated that the Historical Preservation Commission
Housing and Redevelopment Authority Minutes Page 2

• strongly recommends that the historical context study be completed. Catherine noted that
the study is estimated to cost between $10— $12,000. She explained that staff has included
$6,000 in the proposed 2002 budget for this project and it is anticipated that the grant would
cover the remaining cost,however, the grant funds would not be available until June of
2002.
Discussion was held by the HRA questioning the need for the study as other studies have
already been completed.Discussion was also held regarding whether everyone agrees that
the downtown should have a historical theme and whether it is the responsibility of the
HRA to pay for the historical study.The HRA also had a concern regarding whether it was
certain that the grant would be received. Catherine indicated that Steve Rohlf would attend
the next meeting and give an update on the grant process.
6. Elk River Housing Overview—Central MN Housing Partnership
Marc Nevinski introduced Lisa Graphenteen from the Central Minnesota Housing
Partnership.Lisa presented an overview of Elk River's housing market to the HRA as part
of the housing study the CMHP is completing.The report will cover issues such as
affordable housing,what a housing plan could provide,what role the city can play in an
affordable housing plan,ways to keep a project affordable,and tools to assist in the
development of affordable housing.
Commissioner Wilson suggested that a critical part of the plan would be to identify a need
for this type of housing.
• 7. Review Conduit Bonding Policy
Marc Nevinski explained the Conduit Bonding Policy program. He indicated that the
program allows a developer or business to borrow larger sums of money at a lower interest
rate. Marc indicated that the city liability in this type of program is very limited.The HRA
reviewed the draft policy.
8. Other Business
Assistant Director of Economic Development Marc Nevinski informed the HRA that he
would be resigning from his position on August 13 because he has accepted another position
with the City of Coon Rapids. He indicated that he has enjoyed working with the HRA.
9. Adjournment
There being no other business, COMMISSIONER MOTIN MOVED TO ADJOURN

MOTION. THE MOTION CARRIED 5-0.
