01-28-2002 HR MIN MEETING OF THE ELK RIVER HOUSING AND REDEVELOPMENT AUTHORITY HELD AT THE ELK RIVER CITY HALL MONDAY,JANUARY 28, 2002 Members Present: Chair Toth, Commissioners Thompson,Lieser,Motin and Wilson Staff Present: Executive Director Catherine Mehelich,Economic Development Assistant Heidi Hall, City Administrator Pat Klaers,and City Clerk Sandra Peine 1. Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River Housing and Redevelopment Authority was called to order at 5:00 p.m. by Chair Toth. 2. Consider 1/28/02 HRA Agenda COMMISSIONER THOMPSON MOVED TO APPROVE THE JANAURY 28, 2002,HRA AGENDA AS PRESENTED. COMMISSIONER LEISER SECONDED THE MOTION. THE MOTION CARRIED 5-0. 3. Consider Consent Agenda • COMMISSIONER MOTIN MOVED TO APPROVE THE CONSENT AGENDA AS FOLLOWS: 3.1. 12/3/01 HRA MINUTES 3.2. CHECK REGISTER 3.3. REVENUE/EXPENDITURE REPORT 3.4. BALANCE SHEET COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION CARRIED 5-0. 4. Open Mike There was no one present for Open Mike. 5. Annual Business Issues a. Election of Officers COMMISSIONER WILSON MOVED TO NOMINATE LARRY TOTH AS CHAIR OF THE HRA FOR 2002. COMMISSIONER LIESER SECONDED THE MOTION.THE MOTION CARRIED 5-0. COMMISSIONER THOMPSON MOVED TO NOMINATE STEWART WILSON AS VICE CHAIR OF THE HRA FOR 2002. COMMISSIONER MOTIN SECONDED THE MOTIN.THE MOTION CARRIED 5-0. Appoint Executive Director COMMISSIONER MOTIN MOVED TO APPOINT CATHERINE MEHELICH,DIRECTOR OF ECONOMIC DEVELOPMENT,AS THE HRA'S EXECUTIVE DIRECTOR AND CITY ADMINISTRATOR PAT KLAERS AS THE INTERIM EXECUTIVE DIRECTOR FOR 2002. COMMISSIONER WILSON SECONDED THE MOTION.THE MOTION CARRIED 5-0. c. Designate Official Newspaper COMMISSIONER WILSON MOVED TO DESIGNATE THE ELK RIVER STAR NEWS AS THE OFFICIAL HRA NEWSPAPER FOR 2002. COMMISSIONER LIESER SECONDED THE MOTIN. THE MOTION CARRIED 5-0. d. Designate Official Depositories • COMMISSIONER THOMPSON MOVED TO DESIGNATE THE FOLLOWING OFFICIAL DEPOSITORIES IDENTICAL TO THOSE DESIGNATED BY THE EDA AND CITY COUNCIL: • FIRST NATIONAL BANK OF ELK RIVER • 4M FUND • • WELLS FARGO BANK • THE BANK OF ELK RIVER • USBANK COMMISSIONER MOTIN SECONDED THE MOTION.THE MOTION CARRIED 5-0. 6. NE Corner of Hwy 169 and Main Street Redevelopment Update Catherine Mehelich explained that Developer Kraus-Anderson Realty has been considering a redevelopment of the NE Corner of Highway 169 and Main Street since spring 2001. She indicated that the developer has suggested consideration of tax increment finance assistance to fund extra-ordinary costs such as acquisition and demolition. Catherine indicated that the City Council,EDA and HRA have indicated a desire to see a larger project in the area than originally proposed by the developer. Catherine indicated that staff has completed an assessment of the proposed redevelopment area for its eligibility of redevelopment tax increment financing. Following the assessment staff felt that there is not substantial evidence to qualify the area for a TIF redevelopment district. Housing and Redevelopment.Authority Minutes Page 3 January 28, 2002 • The Director of Economic Development indicated that as an alternative to TIF the City may consider the use of Tax Rebate Financing for projects that meet the City's economic development goals or be open to considering a smaller sized project without assistance from the city. Commissioner Motin stated that he prefers to see a bigger project in the area that would include the apartments and possibly some of the residential homes. He noted that access would be a concern if the project did not include a larger area. Commissioner Thompson indicated that he feels retail development should stand on its own without the use of TIF. Chair Toth briefly discussed the information packet that was distributed with the HRA packet relating to housing issues. 7. Consider Calling Special Meeting for February 4,2002 COMMISSIONER THOMPSON MOVED TO CALL A SPECIAL MEETING OF THE HRA FOR FEBRUARY 4,2002,TO DISCUSS THE DOWNTOWN RIVERFRONT REVITALIZATION PROJECT. COMMISSIONER MOTIN SECONDED THE MOTION.THE MOTION CARRIED 5-0. 8. Other Business • • Catherine distributed draft copies of the Downtown Riverfront Revitalization Project Q&A newsletter and announced an open house is scheduled for February 12,4-6 pm,at city hall to give the public an opportunity to review the design concepts and provide comment. 9. Adjournment There being no other business, COMMISSIONER THOMPSON MOVED TO ADJOURN THE MEETING. COMMISSIONER LIESER SECONDED THE MOTION. THE MOTION CARRIED 5-0.
