1. Call Meeting To Order
Pursuant to due call and notice thereof,the meeting of the Elk River Housing and
Redevelopment Authority was called to order at 5:00 p.m. by Chair Toth.
2. Consider April 22.2002 HRA Agenda
COMMISSIONER THOMPSON MOVED TO APPROVE THE APRIL 22, 2002,
HRA AGENDA AS PRESENTED. COMMISSIONER WILSON SECONDED
THE MOTION. THE MOTION CARRIED 4-0.

COMMISSIONER WILSON MOVED TO APPROVE THE CONSENT AGENDA
AS FOLLOWS:
3.1. 3/25/2002 HRA MINUTES
3.2. CHECK REGISTER
3.3. REVENUE/EXPENDITURE REPORT
3.4. BALANCE SHEET
COMMISSIONER LIESER SECONDED THE MOTION. THE MOTION
CARRIED 4-0.
4. Open Mike
There was no one present for Open Mike.
5. Downtown Revitalization Project Update
Heidi Hall updated the EDA on the Developer Pre-proposal meeting held at Lions Park
Center on April 2nd. She stated that the city sent out Request for Proposals to 98 developers
and that all of the developers who received RFP's were invited to attend the April 2nd Pre-
proposal meeting.Approximately eight developers, construction companies,or architects
attended the meeting. Heidi reviewed the events of the meeting and stated that development
proposals are due on May 3.

The City Administrator informed the HRA that the Historic Context Study has been
completed and presented in draft form to the Heritage Preservation Commission. He
indicated that the HRA would review the study at the next regular meeting on May 28.
Commissioner Thompson suggested that the Council join the HRA during its meeting on
May 28 for the review of the Historic Context Study. The HRA concurred that the Council
be formally invited to attend.
Heidi updated the HRA on the communication efforts that have been made regarding the
Downtown Revitalization Project.
Chair Toth updated the HRA on meetings he has attended regarding affordable housing. He
indicated that he would keep the HRA updated on issues discussed at these meetings.
6. Adjournment
There being no other business, COMMISSIONER THOMPSON MOVED TO
ADJOURN THE MEETING. COMMISSIONER LIESER SECONDED THE
MOTION. THE MOTION CARRIED 4-0.
The meeting of the Elk River Housing and Redevelopment Authority adjourned at 5:20 p.m.
